Position Purpose A versatile position within a dynamic nonprofit that helps communities recover after disasters and gets children back in school. The position is full-time and is responsible for the overall management and strategic development of the program to ensure efficient and effective delivery of the projects. This position is not available to U.
S. citizens. Preference will be given to qualified Mexican nationals. Reporting Relationships Reports to International Recovery Manager Roles reporting to position Construction Site Coordinator and Community Coordinator The approximate number of reports 2-5 Essential Functions Provide overall leadership and accountability for the program, ensuring strategy, scope, quality, timeline, budget, and impact align with organizational and community needs. Develop, manage, and continuously review the overall program scope, implementation plans, timelines, milestones, and budgets, maintaining accurate program tracking and reporting. Ensure program and project activities are delivered within approved timelines and budgets and meet organizational, donor, technical, quality, safety, and community engagement standards. Develop and manage the overall program budget, including financial forecasting and oversight of operational, project, contractor, and construction-related costs. Recruit, onboard, train, and manage an effective and diverse staff team, providing supportive leadership and ensuring clear accountability for program delivery. Oversee the identification, vetting, contracting, and management of construction contractors and other project service providers, in coordination with Operations, TCT and Finance. Ensure AHAH project and site teams effectively supervise contractors, monitoring progress, quality, scope, timelines, safety, and compliance with contractual requirements. Technical lead on the worksite and therefore responsible for the correct execution of construction plans and construction details. Responsible for discussing, developing and evaluating alternative construction details with the technical capacity team and the engineers as needed. Establish systems for monitoring contractor deliverables, work progress, variations, completion milestones, and invoices, ensuring appropriate verification before payment. Establish and maintain effective quality, safety, risk management, and contractor supervision practices across project sites. Develop, implement, and regularly review Health, Safety, Security, Emergency, and Evacuation procedures for the program, ensuring appropriate requirements are communicated to contractors and staff. Oversee project assessment and selection processes, when applicable, ensuring interventions respond to community needs and organizational strategy. Establish and maintain effective monitoring, evaluation, learning, and accountability approaches, using findings to improve project quality, effectiveness, and impact. Oversee accurate and timely weekly and fortnightly reporting across program progress, contractor performance, finance, operations, safety, community engagement, risks, and challenges. Oversee procurement and logistics requirements to ensure timely availability of materials, equipment, and other resources required for project implementation. Oversee and support the Community Coordinator in developing and implementing community engagement and community renewal projects. Continuously assess program, project, and contractor risks and develop mitigation strategies, escalating significant concerns as appropriate. Coordinate closely with Operations, Logistics, Finance, MEAL, and other relevant functions to ensure effective and integrated program delivery. Attend relevant Cluster, Working Group, coordination, and other external meetings, representing the program as appropriate and communicating pertinent information to the International Recovery Manager. In coordination with the International Recovery Manager, continuously develop and evaluate the strategic direction and scope of the program, adapting implementation as required. Ensure appropriate program documentation, tracking, knowledge management, and handover throughout the program lifecycle. Support the Operations and Project teams to deliver their targets within approved time and budget constraints. Perform other duties as required. 2+ years experience working in a disaster response context, preferably with All Hands and Hearts. 1+ years of experience in a role with project management responsibilities, including budget tracking and reporting and in a construction or technical role. 2+ years of management experience.
