Introduction to GGGI and Project Background The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. GGGI works with countries around the world to build capacity and deliver green growth policies and services. GGGI has a diverse portfolio of programmes in developing countries and focuses on knowledge development, policy guidance, and public-private green investment facilitation. GGGI has a history of engagement in Mexico as a partner to federal and subnational governments and aligns with the National Development Plan 2025-2030 to advance green growth and a low-carbon society. Mexico Context: The National Development Plan 2025-2030 aims to transform public life toward inclusive development, with green growth and low-carbon objectives. The Ministry of Finance and Public Credit of Mexico (SHCP) has acted as National Designated Authority (NDA) of the Green Climate Fund, funding readiness activities to mobilize climate finance. Objectives of the Assignment The Climate Finance Consultant will support the SHCP in the implementation of Readiness 3 project activities. This includes planning SHCP participation in international fora related to sustainable finance, with the aim of strengthening private investment projects and unlocking access to climate and environmental funds. The consultant will report to the Sustainable Finance Director at the SHCP and to the ESG and Gender Officer in GGGI Mexico’s office. Scope of Work Role The Consultant will undertake, but not limited to, the following activities related to the role of the SHCP as Mexico’s NDA to the GCF: Prepare information to support the participation of SHCP in sustainable finance international fora, focusing on strengthening private sector participation in climate projects Support SHCP in the implementation of activities related to its participation in multilateral, climate and environmental funds meetings in line with the Mexican Government’s priorities Support SHCP in preparing contents to update the Sustainable Finance Platform Provide desk research and analytical support to SHCP on technical issues related to climate funds and sustainable finance in international fora Deliverables and Payment Schedule The information contained in the deliverables shall be for the restricted use of the Mexican Government. The progress of such deliverables shall be subject to validation by the Ministry of Finance, and only the public versions shall be shared with GGGI. Deliverables The Expected Deliverables Are The Following Workplan. A detailed document outlining tasks, activities, timelines, resources, and documents required to achieve specific deliverables. Planning report on SHCP’s participation in Sustainable Finance International Fora during 2026. Outlines Mexico’s lines of participation in international fora, progress in accessing climate and environmental funds, and strategies to unlock private finance. Database with alignment of national priorities with multilateral fora on sustainable finance, including recommendations to strengthen Mexico’s positioning with a focus on private sector engagement. A set of practical materials summarizing key findings from policy and international processes related to sustainable finance to update the SHCP Sustainable Finance website. Results report on SHCP’s participation in Sustainable Finance International Fora during 2026. Final report detailing activities, findings, and recommendations identified during the consultancy.
