Job Description Conduct feasibility studies and write procurement reports. Apply Value Management techniques at project outset and collaborate with Turner & Townsend’s specialist Value Management team when appropriate. Manage estimating and cost planning activities, taking ownership of and presenting the final cost plan. Lead the procurement process, implement procurement and contracting strategies, and participate in negotiations, ensuring all stages—including pre‑qualification, enquiry, analysis, bid evaluation, cost negotiation, selection, and contract preparation—are performed effectively. Ensure post‑contract cost variances and change control processes are managed effectively, documenting any design changes and updating budgets. Manage cost checking and valuation work. Produce and present monthly post‑contract cost reports to the client. Drive value engineering and life‑cycle costing, offering cost insights to support business decisions. Negotiate and agree on final accounts. Establish and maintain professional relationships with external and internal stakeholders, act as primary interface with the client and other consultants, report to senior leadership on current estimated cost versus budget, and advise on improvements and new strategies. Lead a cost management team where appropriate, ensuring delivery on all above accountabilities. Manage staff—conduct first‑round recruitment interviews, contribute to resource planning and attend junior staff appraisals. Maintain knowledge management—input key lessons learned into the Turner & Townsend internal database. Utilise financial management systems to track margin levels and monthly fee/resource forecasts for each commission. Identify and implement process improvements. Review construction plans and prepare quantity take‑offs, contract preparation and management. Prepare detailed estimates and cost plans. Liaise with site managers, clients, contractors and subcontractors. Prepare reports, analyses, contracts, budgets, risk assessments and other documents. Develop cost procedures. Review and approve subcontractor proposals, manage contracts and change requests. Review and approve payment applications, monitor invoicing and ensure payments are accurate. Advise the Project Manager of any anticipated cost overruns and propose corrective actions. Review monthly reports from Contractor and present to the Client. Travel to sites as required or work from site. Carry out all tasks within the holder’s level of skill and ability. Qualifications Minimum 12 years of professional experience in engineering cost management. Bachelor’s degree in Quantity Surveying, Civil Engineering, Architecture or a related discipline. RICS or AACE certifications or memberships. Fluent in English and Spanish. Ability to work under pressure to meet deadlines. Strong communication skills to explain concepts and methodology systematically. Strong client management, change management and teamwork skills. Proficient in Microsoft Excel and PowerPoint; familiarity with CostX, AutoCAD. Additional Information Our inspired people share our vision and mission.
