Responsibilities:

  • Field Safety and Health Inspection, considering TC Energy Standards, polices, procedures, Contractor ́s Site Specific Safety Plans, Manuals, and Mexican Normative.
  • Field Daily Report
  • Preparation of OHS Weekly Report Update.
  • Monthly report to Client (CFE)
  • Monthly JHSEC follow up
  • Weekly review of contractors reports
  • Attend weekly pipeline/Facilities construction meetings Internal/external.
  • Provide a weekly update to the safety coordinator and the safety leader, on work progress.
  • Review/support to develop OHS monthly report for project.
  • Inspection visits to project work sites (facilities, pipe line).
  • Teamwork program coordination, assignation of field inspection roles, coverage locations, etc.
  • Monthly Safety Campaign material development and reporting (1 per month).
  • Support to incident investigation development/reporting/analysis.
  • Review of incident investigation reports provided by Prime Contractors.
  • Conduct performance evaluation (when required) of OHS staff.
  • Attend sporadically -and upon TGNH compliance team request
  • CFE ́s Request/Observations.
  • Review Prime Contractors performance according to Assurance program and Contractor Management Practice.
  • SHARE card analysis and monthly best SHARE card selection.
  • Monthly Relevant SHARE cards compilation analysis and delivery to Prime Contractor.
  • Provide awareness sessions of various topics related to occupational health and safety.
  • Development, review and implementation of Site Specific Safety Plans. (when required).
  • Development of Risk Assessment Matrix.
  • Vigilance/Monitoring/Attention of safety concerns and highlight issues.
  • Support to attend TCE OPS PSSR ́s (OHS aspects).
  • Vigilance of compliance with safety policies and internal programs.
  • Coordination with Prime Contractor for development of Emergency Response drills to review effectiveness.
  • Interaction with construction leaders to provide safety approach recommendations and guidance.
  • OHS field daily report review and follow up to observation tracking.

Education:

  • Engineer Bachelor's Degree completed
  • Bilingual (English/Spanish advanced) Must.
  • At a minimum, must hold an Occupational Health and Safety certificate, diploma and/or degree
from a recognized educational institution.

Experience/Knowledge:

  • Extensive Knowledge with applicable federal, state, and/or provincial occupational health and safety
legislation, regulations and codes.

  • A minimum of 10 years of working experience in the construction of heavy industrial, oil, gas and/or
power plant facilities.

At least 10 years of continuous occupational health and safety experience.

  • Knowledge of any potential or actual danger to health or safety at the Work Site.
  • Competent in hazard assessments, conducting investigations and use of investigation tools (e.g.,
Cause/Effect, TapRoot, etc.).

  • Competent in conducting Health and Safety Program Audits.
  • Specifically trained in and/or equivalent experience with one or more of the following
OSHA, STPS.

In addition to the above, the following competencies are required:

  • Hazard Assessment;
  • Inspection;
  • Incident Investigation;
  • Report Writing;
  • Root Cause Analysis;
  • Incident Trending; and,
  • Auditing.
  • Microsoft Office
  • Availability to travel and Relocation.
