Vice President, Head of LAC Government Affairs

Overview:


This role will be responsible for developing and executing an effective government relations strategy in support of the Company's businesses in Mexico and the Latin America & Caribbean (LAC) region, driving the engagement of American Express with policymakers, regulatory bodies and other stakeholders in key markets.

They will report to the London-based VP, Head of International Government Affairs, and work closely with, and directly support, the head of the company's proprietary and partner businesses in the region, as well as Legal and Market Compliance functions, in defining the Company's position on policy matters with Government authorities and in driving strong relationships with policymakers and regulators to defend and promote the Company's interests.


Key Responsibilities:

Relationship Building

  • Build relationships that enable Amex to effectively engage the policy teams at main policymaking bodies, including with relevant Ministries and elected officials and staff in Parliament & government
  • Represent American Express in external policy forums and discussions
  • Ensure effective Amex representation in the main trade bodies across the region, both directly, and by supporting senior management to do so, in order to improve the Company's ability to monitor developments, and influence and engage policymakers through these industry groups
  • Drive strategy across the markets to build stronger relationships with other key thirdparties that influence the policymaking process, including consumer groups, merchant groups and others related to payments and financial regulation
  • Manage external agencies that support Amex on government affairs in the region
  • Develop and execute a robust plan to train and manage Business Development leaders within the Global Network Services business on the ground, in partner markets where there is no Amex local business or a dedicated Amex Government Affairs presence, for intelligence monitoring, information sharing and regular policy engagement

Monitoring and Reporting

  • Monitor developments in national and regional policy related to payments and other areas that may impact Amex's business
  • Provide senior counsel to business leaders on relevant policy issues
  • Develop policy positions on key issues, make them relevant and compelling to stakeholders by conducting research, preparing communication materials, hosting events, etc.
  • Coordinate and prepare written submissions, including responses to a wide variety of regulatory consultations and enquiries, and other related communications
  • Work closely with Global Risk & Compliance to stay informed on Amex's regulatory interactions, including the facilitation of crossfunctional meetings to share information, discuss hot topics, etc.

Media and Communications

  • Leverage media and other communications to increase the impact of Amex's advocacy
  • Support key business leaders' digital engagement with policymakers and industry and develop communication tools on policy issues to help shape the debate on payments
  • Support Corporate Affairs & Communications to build a positive reputation with policymakers and other stakeholders.

Skills and Experience

  • Experience at seniorlevel in government, a government agency or regulator, lobbying agency, or in a corporate government affairs position
  • Deep understanding of LAC regional politics and public policy formulation
  • Track record of running effective advocacy campaigns across multiple markets to deliver policy changes
  • Experience in training and managing local business representatives to represent a government affairs function in remote markets
  • Proven experience in building effective industry coalitions, and in driving a successful events strategy
  • Production of compelling lobbying collateral, including original research, policy papers, infographics, etc.
