INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies.

Since its establishment in 2013, GGGI has supported the government of Mexico to develop the National Climate Change Strategy and the Special Climate Change Program.

Over the last decade, GGGI has consolidated its role as a trusted advisor to Mexico's federal and subnational governments, actively working with key counterparts to establish a solid foundation for green growth in the country.

In recent years, GGGI has partnered with the Ministry of Finance and Public Credit (SHCP) and the Green Climate Fund (GCF), as well as with the United Kingdom through its UKPACT program, to improve the architecture of climate finance in the country and improve Mexico's access to climate resources by preparing local financial institutions, highlighting the role of development banking, to access GCF funds.

GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.

Following these thematic areas, GGGI Mexico has supported the Ministry of Environment and Natural Resources (SEMARNAT) via its General Directorate of Policies for Climate Action (DGPAC) and its International Affairs Coordinating Unit (UCAI) in the development of a Roadmap for the Implementation of the NDC, in its adaptation component.

To date GGGI Mexico has produce a robust analysis on the achievement made in adaptation by Mexico and identified gaps and needs that require attention.

To materialize these recommendations, GGGI seeks technical support design an action plan for the adaptation component roadmap and facilitate dialogue between key stakeholder for an efficient and impactful implementation of Mexico's NDC.

OBJECTIVES OF THE ASSIGNMENT

The objective of the consultancy is to support SEMARNAT-DGPAC in the enhancement of the NDC Implementation Roadmap governance to facilitate its implementation and monitoring to deliver tangible adaptation impacts while contributing to NDC achievement.

DELIVERABLES AND PAYMENT SCHEDULE

1 Activities

The consultancy must carry out at least the following activities :

  • Support the DGPAC-SEMARNAT (in the coordination of its Working Groups) in (a) preparation of the annual planning and the development of activities of the Adaptation Policy Working Group (GT-ADAPT), (GT-REDD) and (b) monitoring and advancement of the national adaptation goals included in the NDC, through the work of the same group.
  • Propose an appropriate coordination mechanism for the NDC Roadmap for the adaptation component, as well as support the communications and development of this mechanism with the participation of different actors.
  • Develop a database that contains key adaptation information on decision makers and key actors within the framework of the Action Plan for the roadmap of the adaptation component of the NDC.
  • Support the review of official information reported on the electronic platform of the Special Program on Climate Change (SIAT-PECC) and official reports from institutions of the Government of Mexico, to propose to the DGPAC-SEMARNAT its incorporation of the progress of the NDC in the NDC adaptation component roadmap.
  • Identify and include the results from parallel processes led by the DGPAC-SEMARNAT that contribute or are relevant to the roadmap of the adaptation component of the NDC.
  • Contribute to the development of technical inputs, material for the coordination and monitoring of the processes involved in the preparation of the Action Plan for the roadmap of the adaptation component of the NDC, as well as conveying activities requested by the DGPAC-SEMARNAT which may include, among others, the preparation of technical notes, presentations, support in logistics activities for events or workshops, communications or inputs for internal documents and support for topics related to the Adaptation climate policy.

2 Other activities in DGPAC

  • Contribute to the development of technical inputs, material for the coordination and monitoring of the processes involved in the preparation of the Action Plan for the roadmap of the adaptation component of the NDC, as well as other activities requested by SEMARNAT-DGPAC that may include, among others, the preparation of technical notes, presentations, support in logistics activities for events or workshops, communications or inputs for internal documents and support for topics related to the adaptation climate policy.
  • The consultant will carry out the collection and generation of information, preparation of technical inputs, preparation of figures and graphs to present the information in a clear and visually attractive way when deemed necessary, as well as the development of technical, logistical activities and all those that are required for the correct and timely implementation of public policy programs on adaptation to climate change.
  • To safeguard the confidentiality of the information that SEMARNAT through the DGPAC provides for the development of the activities, a confidentiality letter will be established, through which the consultant ensures to keep the confidentiality and due confidentiality of the information handled and used, which is provided in electronic and / or physical format, and not to provide or disclose data or reports inherent to the services provided.

3 Deliverables

Under direct supervision of SEMARNAT-DGPAC and GGGI's MRV & NDC Enhancement Officer, the consultant will develop the following deliverables :

Workplan.

Develop one (1) detailed work plan that includes at least the following aspects :

1) Methodology, approach, phases, deadlines, and responsibilities

2) Detailed timeline

2. Adaptation NDC Roadmap high-level inception report

Propose an annual workplan and priorities for Mexico's GT-ADAPT incepting the actions, priorities, needs, and gaps identified previously on the proposed Adaptation NDC Implementation Roadmap.

It should include a detailed list of activities, the review of previous GT-ADAPT workplans to assess progress, and lessons learned.

3. NDC Implementation Roadmap Governance Framework report

To facilitate the adoption of the NDC Implementation Roadmap, and based on an exhaustive review of Mexico's institutional arrangements for adaptation to climate change, the report will include the proposal of a communication and coordination mechanism that will facilitate the implementation of Mexico's adaptation NDC and adaptation actions.

Additionally, the report will include a robust database describing key actors and stakeholders in the current and proposed coordination mechanism, including (at least) powers, sector, institutional capacities, type of adaptation actions under its purview or sectoral nature, limitations, and potential contributions towards the implementation of Mexico's adaptation NDC.

4. Baseline Adaptation NDC Roadmap

Based on the Review existing platforms, project, and other efforts from DGPAC-SEMARNAT, a report to enhance and update the analysis previously conducted by GGGI.

The report should focus on the platform of the Special Program on Climate Change (SIAT-PECC) and official reports from institutions of the Government of Mexico.

Also, it should consider other project and efforts undertaken by DGPAC-SEMARNAT that contribute to the implementation of adaptation actions in Mexico.

The deliverables must have the approval of the DGPAC- SEMARNAT, prior to being delivered to GGGI.

All products (documents with their annexes and infographics, diagrams, tables, diagrams, cartography and / or other graphic aspects developed to facilitate the understanding of the technical contents) will be delivered in digital support, in open files that allow their edition.

SGGEUSTED METHODOLOGY AND COMPETITION REQUIREMENTS

  • The consultant can use primary and secondary sources of information to prepare the required results.
  • Meetings with GGGI team and relevant entities if needed through interviews, workshops, discussions groups with stakeholders and relevant authorities will be necessary to validate and prioritize the actions that will be developed.
  • Technical integrated work is considered decisive for the achievement of the objectives.
  • It is the consultant's responsibility to attend all required technical events and meetings.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • The final report must be approved by GGGI and SEMARNAT. The Consultant shall consider the comments and necessary revisions proposed.

Within 14 business days of receipt of comments or proposed amendments, the Consultant shall prepare and submit final versions of the report.

REPORTS AND COORDINATION

The development of the consultancy will be monitored and coordinated mainly through meetings related to periodic review and planning.

The schedule will be defined by GGGI in coordination with the SEMARNAT.Both the workplan and final report (which will be also presented in English), all interim reports or results must be written in Spanish, in accordance with GGGI and SEMARNAT format requirements and must be sent in electronic copy, along with the details of the products associated with the deliverables, including the attendance lists of the consultation spaces and the memory aids generated.

SUPERVISION

The consultant will be supervised by GGGI LAC's MRV & NDC Enhancement Officer and SEMARNAT. The consultant will perform the aforementioned activities at SEMARNAT's offices, with the possibility of a home office day, by prior agreement with SEMARNAT-DGPAC.

EXPERTISE REQUIRED

The consultant must meet the following requirements

REQUIRED) Mexican citizen.

REQUIRED) Professional with a postgraduate degree in natural sciences, engineering,

architecture, applied economics (e.g. climate change, environmental), biology, urban studies, geography, or environmental science (management).

REQUIRED) At least 6 years of relevant professional experience in the field of climate change adaptation.

REQUIRED) Professional experience of at least six (6) years in the field of climate change adaptation, of which four (4) years are in projects' formulation, adaptation planning, monitoring and evaluation (M&E) for adaptation, implementation of adaptation actions, mainstreaming of adaptation in national policies, and early warning system (EWS).

REQUIRED) Knowledge in the development of climate policy, strategy or plans at national and subnational level.

REQUIRED) Previous work experience in Mexico's public sector institutions, international organizations or private sector companies working on climate change adaptation initiatives.

DESIRED) Proven experience in conducting risk and vulnerability assessments is highly desirable.

DESIRED) Proven experience in water and food security, EWS, flood management, and nature-based solutions (NbS) and ecosystem-based adaptation (EbA) is highly desirable

DESIRED) Experience designing and conducting stakeholders' consultation processes is an advantage.

  • Fluent in English and Spanish (written and verbal)
  • Strong skills in assertive communication.
  • Ability to produce deliverables with minimal supervision.
  • Only applications in English will be evaluated.
