Wabtec Corporation is a leading global provider of equipment, systems, digital solutions and value-added services for freight and transit rail.Drawing on nearly four centuries of collective experience across Wabtec, GE Transportation and Faiveley Transport, the company has unmatched digital expertise, technological innovation, and world-class manufacturing and services, enabling the digital-rail-and-transit ecosystems.Wabtec is focused on performance that drives progress, creating transportation solutions that move and improve the world.Wabtec has approximately 27,000 employees in facilities throughout the world.Visit the company's new website at:It's not just about your careeror your job title it's about who you are and the impact you are going to make on the world.Do you want to go into uncharted waters do things that haven't been done to make yours and someone else's life better?Wabtec has been doing that for decades and we will continue to do soThrough our people, leadership development, services, technology and scale, Wabtec delivers better outcomes for global customers by speaking the language of industry.Role Summary/PurposeManage, Lead, Coach, Develop and Recruit Fulfillment Team for material procurement around designated Sites.On this Role will drive strategies and initiatives to achieve, maintain and improve all KPI's accordingly Company goals and objectives.Special attention on Purchase Order Management performance to avoid: Past due PO's, Rejected PO's, missing E-Promise PO's, Requisition no PO's, Incomplete PO's, pending POD's and Trouble Ticket resolution among other KPI's.The Fulfillment Leader will drive to maintain on-hand inventory levels and flow (Material Availability), supervise cancelations to prevent Inventory Excess (EOO) consistent with business plans and objectives; Coordinate defective material returns to suppliers, minimize premium transportation costs (PTA's) and material shortages with root/cause analysis for CPR's (Critical Parts Review).Oversees Fulfillment personnel performance and deploy required training.Prepare and present Reports and Metrics as required.Essential Responsibilities- Lead and coordinate purchasing execution, sourcing rules, beside PO Management (Past due PO's, Rejected PO's, missing E-Promise PO's, Requisition no PO's, Incomplete PO's, pending POD's and Trouble Ticket) to prevent gaps and shortages.- Analyze and ensure system demand procurement thru supplier's PO's, priorities, expedites and Site's draw backs.- Negotiate with supplier's (shipments, expedites, delays, bill back, etc).- Evaluate, escalate critical shortages and potential risk impact analysis.- Special review and follow up for sea shipment suppliers and potential issues (Lead times, in-transit times, etc).- Maintenance clean up and work flows (Oracle, SEP, PIR, NMR & PPAP's among others).- Accomplish, communicate and deploy golden rules, best practices, processes and Tool's optimization (SCC ASN's/LT improvement, Oracle Auto PO set up among others).- Achieve, maintain and exceed KPI's goals and indicators definitions.- Delivery task on time (cut off) and complete actions.- Plan, direct and coordinate activities of personnel engaged in purchasing, scheduling and distributing raw materials, components to production and plant operations to ensure material flow efficiency.- Support different Business locations (Sites) designated across US.- Generate deck's and pitch CPR's meeting for parts assignation (commodity).- Direct, formulate strategies and action plans for no performing supplier's improvement beside Corrective Actions/Preventive Actions (CAPA).- Develop and maintain strong suppliers and internal customer's relationships.- Troubleshoot Material Availability problems and take corrective action to increase performance on this metric.- Consult with engineering and production regarding materials requirements, production schedules, and other considerations to facilitate production processes (alternate parts, SDR's/PPAP's approvals, etc).- Inventory levels Control (ASCP Cancelation/EOO performance), cycle time, machine loads, and other aspects as required to meet schedule.- Interface between Supplier and shops for prioritization of shop load to meet customer demands (OTD-OTP).- Interface with buyers and purchasing organization to ensure timely delivery, meet plant schedule requirements.- Effectively communicate to external sources status of materials and forecast any possible impact or risk to production.- Determine measurement systems to be used, inventory levels, schedules, and appropriate system changes.- Detection's needs and training deployment on procedures and processes to Buyers and Suppliers.- Manage personnel performance (standard work), hiring, expenses approvals (WorkDay), beside PTO's (OOO), permissions and back-up plans.- Promote and participate in Kaizen's events.- Promote and motivate empl
