Job Description (Roles and Responsibilities)**Main purpose of job**:**Roles and responsibilities**:Policy/strategy (40%): Lead on all energy and infrastructure policy work in the Embassy's Development Section.- Review existing British Government energy and infrastructure plans and policy documents (including the Department for International Trade's Clean Growth Strategy for Mexico, the Infrastructure and Projects Authority's documentation on infrastructure tools, the COP26 legacy energy priorities, etc.), as well as relevant energy and infrastructure strategies from key local players (e.g. multilateral development banks, the International Energy Agency, etc);- Understand energy and infrastructure policy issues of greatest significance to Mexico, including policy direction set by London, through: engagement with policy makers, and participation in key policy fora;- Interpret and recommend how to promote energy and infrastructure policy priorities while recognising and capturing the range of different national and sub-national interests within the country;- Articulate the agreed energy and infrastructure policy priorities for Mexico in verbal and written communications, such as briefings and presentations;- Contribute to other energy and infrastructure communications, including Diplomatic Telegrams and policy reports.- Similar to all of the bullet points above, lead on the topics of methane, hydrogen and critical minerals.Programmes (30%): Support successful implementation of existing energy and infrastructure programmes and explore opportunities for new ones.- Become familiar with existing energy and infrastructure programmes, including but not limited to our International Climate Finance (ICF) portfolio, the Science and Innovation Network (SIN) Tactical Fund, the International Programme Challenge Fund, and the Trade Programme;- Lead on effective management of the Sustainable Infrastructure Programme (UK SIP) and the Infrastructure Tools project.Support the successful implementation of the Trade Programme Water Mission, the SIN Water Resilience project in Monterrey, and the relevant UK PACT energy initiatives, like Ejidos Solares;- Lead on identifying potential sources of funding for energy and infrastructure programmes and projects, and any request for scoping new initiatives in Mexico, including possible capital investments in infrastructure;- Ensure effective oversight of contractual, financial, monitoring and reporting elements of the programmes that you manage;- Work closely with Development Section colleagues to strengthen gender and inclusion, as well as communication outputs and outcomes for your portfolio.Climate and Gender (10%): Act as the focal point in the Embassy for Climate and Gender policy and programme work.- Build a network of internal and external gender and climate experts to identify potential partners to implement awareness-raising activities and scope for joint initiatives;Biodiversity (10%): Act as the focal point in the Embassy for biodiversity policy and be on the outlook for new programme opportunities.- Review and understand the main priorities on biodiversity in Mexico, including the outcomes from Biodiversity COP15;- Be opportunistic and lead on identifying potential sources of funding for biodiversity programmes and projects, and any request for scoping new initiatives in Mexico, including possible private sector investments.Line management (5%): Effectively manage one climate team member.- Adhere closely to best practice on line management, including, regular and supportive one-to-ones, developing and implementing learning and development plans, coaching, mentoring and providing regular feedback.Corporate Contribution (5%): Help make the Embassy a great place to work.- All Embassy staff are expected to fulfil a defined role in the event of a crisis;- Contribute to the Embassy's wider corporate agenda and values by being an active member in one of our committees, working groups or taskforces.**Resources managed**:Staff: 1 - Administrative Officer (AO)Resources: to be confirmedEssential qualifications, skills and experience**Essential on arrival**:- Essential: training in a relevant field (Climate and Energy Science, Infrastructure, International Relations, etc);- A minimum of 3+ years of experience working for an organisation in a relevant field, for example, working for/with national or local governments, international organisations or agencies, preferably in energy and infrastructure.- Programme management experience.- Strong written and spoken communication skills.- Standard computer literacy skills.**Language requirements**:Language: English and SpanishLevel of language required: minimum level required C1 under CEFRL or equivalent.Desirable qualifications, skills and experience**Desirable**:- Bachelor's Degree in a relevant field (Climate and Energy Science, Infrastructure, Political Science, Economics, Int
