Background Based in Seoul, GGGI supports green growth by working with countries to build capacity and develop policies that reduce poverty, create jobs, promote social inclusion, and protect the environment. The organization partners with governments, multilateral institutions, and the private sector to enable green infrastructure investments and sustainable growth. GGGI has ongoing programmes in Mexico, focusing on delivering results through evidence-based green growth planning and implementation aligned to development priorities. The National Development Plan 2025-2030 guides sectoral and institutional cooperation toward inclusive development, prosperity, security and sustainability with green growth as a principal objective. Objectives of the assignment The Private Sector Climate Funds Consultant will support the SHCP in analyzing current and potential private sector participation schemes in climate and environmental finance, and in coordinating across ministries to facilitate access to the GCF private sector facility in line with MEX-RS-003 outputs. The consultant reports to the Director of Sustainable Finance in the SHCP and to the ESG and Gender Officer in GGGI Mexico’s office. Scope of Work Role The Consultant will undertake, but is not limited to, the following activities related to the role of SHCP as Mexico’s NDA to the GCF: Identify concrete synergies among climate and environmental funds to reduce duplication of analytical work and coordination efforts. Conduct a comparative analysis of private sector participation schemes across climate and environmental funds, focusing on eligibility, instruments, approval processes, and private sector engagement. Develop a registry to track and monitor climate and environmental projects with a private sector investment component, building on existing analyses and pipelines and enabling identification of common features and cross-fund opportunities. Translate existing recommendations into practical guidance materials (PPT slides) to support SHCP and stakeholders in engaging the private sector across different fund modalities and private sector windows. Deliverable progress will be validated by the Ministry of Finance, and only public versions will be shared with GGGI. Deliverables may be written in Spanish or English, in accordance with GGGI formatting requirements, with editable files provided. Deliverables require SHCP approval before payment and must be kept confidential. The consultant’s employment ends after the final payment. Suggested Methodology The consultant should follow methods provided by Contract Supervisors and maintain confidentiality. Information will come from primary and secondary sources and be reviewed by the Ministry of Finance and the ESG and Gender Officer prior to final action. Expertise Required Bachelor’s degree in Economics, Sustainability, International Relations, Environmental Sciences, or a related field At least two years of experience in supporting sustainable finance projects or analysis of international projects financed through environmental funds Excellent writing and report preparation skills Strong data analysis and critical thinking skills Proficiency in English and Spanish with strong communication skills Analytical, problem-solving, and strategic thinking abilities Ability to collaborate with government counterparts Ability to facilitate outcome-oriented stakeholder dialogues Discretion with sensitive information and confidentiality beyond the contract period Ability to work effectively with diverse teams Administrative information Selection method: Competitive selection Timeline: 7 days Applications must be submitted before the deadline in Korean Standard Time.
