**Indirect Procurement Buyer**

**Purpose of the Job**

The Indirect Buyer must identify project/country needs and ensure good execution in line with QCDTE objectives by developing supplier’s relationship and costs optimization and support the implementation of processes and e-sourcing tools.

The Indirect Buyer belongs to the Procurement organization and reports functionally to the Indirect Procurement Leader.

Procurement local/central, Country & Project teams, Supplier Quality, Supply Chain, Legal, Finance and Engineering.

**Mission**

**Performance measurement**
- Collect all data to measure cost reductions and savings by commodity
- Collect other required data (purchasing coverage, on time delivery, quality )
- Build a monthly dashboard, showing savings and budget follow up.
- Central Process &Tools deployment and use.

**Responsibilities**

**Supplier relationship**:

- Manage the CAPEX and Facilities Materials, Office Supplies and Services needs for the country and project.
- Identification of country business & project needs
- Project installation tools and rental equipment needs
- Preparation and launch of Request For Quotation with suppliers using the standard tool
- Negotiation of cost reduction with suppliers
- Work together with Country General Services to prepare Indirect Sourcing budget and follow-up
- Support the CSM in mapping existing tools, contributes to the definition of the tools group strategy, deploy the solution(s)
- Suppliers Data Management and evaluation
- Inputs provider/contributor for order placement
- Contract management
- Use and support users (suppliers evaluation, contract management)
- Is in charge to deploy, train and challenge the Local sourcing team about good use of sourcing central tools (ARIBA, ASIP, Supplier Scorecard, etc)
- Effective teamwork with internal customers and stakeholders in problem solving
- Ensure Indirect Sourcing network coordination at country level with for other sites
- Respect Alstom Transport code of ethics and guidelines

**Educational Requirements and Qualification**

University Degree or undergraduate in Supply Chain, Business, Logistics or equivalent.

**Desired Knowledge / Experience**

Minimum 3 years of experience as buyer/procurement working on procurement and contractualization. Experience as buyer in construction projects in the region of Peninsula Yucatán.
