Libra is looking for a Human Resources Manager for our Guaymas, Sonora facility.

We provide end product System Integration - and the vertical requirements that go into them - for our Fortune 500 customers in the Robotics, Semi-cap, Aerospace & Defense, Medical, Communications and Industrial Equipment markets.

Responsibilities:

- Human Resources Administration: Oversee all recruitment, training, employee development, disciplinary action, performance improvement plans and termination activities while insuring a culture of team-based continuous improvement
- Counsel management on complex HR issues and provides leadership and support in finding solutions.
- Serve as facilitator/mediator to resolve complex problems, difficulties and grievances which are presented by employees (recommends appropriate measures such as training, re-assignment, transfer, or out-placement
- Verify the accuracy of the weekly payroll time for all Salary and Hourly employees
- Oversee all employee recognition, promotion, performance reviews and compensation activities ensuring wage tables and ranges are appropriate for the individuals’ contributions
- Maintain organizational charts, job descriptions, employee databases

Required Length & Type of Experience:

- 5-4 years related experience and/or training in the manufacturing maquiladora industry; or the equivalent combination of education and experience

Knowledge, Skills & Abilities:

- Strong level of skill and knowledge in all HR functional areas including staffing, recruiting, compensation, benefits, employee relations, learning, development, performance management, and talent development.
- Knowledge of procedures and regulations pertaining to all HR related administrative reports.
- Excellent written and verbal communication skills in both English and Spanish. Ability to effectively present information one-on-one to customers and other employees of the organization in both English and Spanish.
- Ability to solve practical problems and deal with a variety of situations and to interpret a variety of instructions in written and oral form.
- Values cultural diversity and other differences; fosters an environment where people who are culturally diverse can work together cooperatively and effectively in achieving organizational goals.

COMPUTER SKILLS:

- Proficient in use of the windows operating system and the Microsoft Office products of Word, Excel, PowerPoint, Outlook.

**Qualifications**:
Bachelor's degree or relevant experience

5+ years' experience in Human Resources

Strong recruiting and demonstrated ability to improve talent acquisition strategies

Demonstrated expertise training managers and employees

Strong organizational, critical thinking and communications skills

Attention to detail and good judgement
