The Southeast Extension Project is looking for two Operational Management System Specialists who have knowledge and experience in the development, implementation and continuous improvement of the management system and programs, standards, specifications and related practices. Including the management of Non‐conformance, internal audits, risk management, and applicable regulation for OMS and continuous support of initiative implementation.

The OMS Specialist should also have experience ensuring the successful implementation and compliance of project’s management systems to external requirements from regulatory agencies (ASEA, CRE, SCT, STPS, SEMARNAT), including the implementation and follow up of the Company ́s Industrial Safety, Operational Safety and Environment Protection (SASISOPA) one.

**Responsibilities**:

- Administration of TC Energy’s Operational Management System (TOMS), which is the general framework that provides the expectations on how our assets are designed, built, operated and de‐commissioned to ensure the safety of our employees, assets, people, property and environment.

Develop and maintain a general overview of the systemic and interconnected processes that support Pipeline Projects

Provide expertise to process owners and work in partnership to develop and implement process improvements

Establish and maintain process assurance related to OMS.

Implementation and continuous improvement of the Company ́s Industrial Safety, Operational Safety and Environment Protection (SASISOPA) of the project

Coordinate that the owners of TOMS Mandated Programs, develop specific standards, programs and procedures for the Mexico business unit, which mitigate risks and comply with regulatory and corporate requirements.

Develop and maintain in alignment SASISOPA and TOMS Mandated Programs to ensure the project successfully achieves business goals and provides the quality framework for continual improvement.

Work jointly with the project and Business unit’s leadership to develop, implement and monitor SASISOPA’s compliance, according to the standards and programs that ensures each area’s Regulatory compliance.

Ensure the compliance of the design, safety and environmental practices through the coordination of internal and external SASISOPA audits, non‐compliance identification, develop mitigating measures and plans required for results reporting.

Closely monitoring with the BU on consistent implementation of SASISOPA on projects

Monitoring, follow up, trends, analysis and/or non‐ conformance response, and implementation of preventive and correction actions.

Collaboration with the Regulatory and Compliance area for constant monitoring of regulatory requirements for the project through the SASISOPA implementation, and update programs as required.

Implement communications strategy with TC Energy ́s regulators as required.

Provide the attention and response of preventions and inspections required by the authority in conjunction with the owners of the TOMS Mandatory Programs and the legal area.

**Qualifications**:
Demonstrated experience on development and successful implementation of Quality, Health, Safety and Environment management systems based on the international standard ISO 9001, ISO 14001 and OSHAS 18001.

Bilingual, Spanish and English, at a conversational level or better.

Able to work with stakeholders from various levels within the organization.

Ability and tolerance to work under pressure.

Availability to travel and change of place of residence.

Demonstrated leadership without authority with diverse work groups.

Able to work efficiently and productively in both a team environment and independently

Demonstrated ability to initiate change and help others adapt to a changing environment.

Proven analytical and critical thinking skills

Education

Bachelor's Degree in Engineering or Administration as recognized by SEP (professional license) preferred with a minimum of 10 years’ experience; relevant experience or an equivalent combination of education and experience may be considered.

Experience implementing management systems.

Certified auditor and or lead auditor on ISO 9001, ISO 14001 and OSHAS 18001, preferred.

Background is the Natural Gas pipeline industry required.

Knowledge regarding the current General Administrative Provisions (DACG) issued by ASEA associated with SASISOPA, Audits, Risk and those associated with hydrocarbon transportation systems.

Have verifiable experience in any of the following specialties:
