OVERVIEW

The Regional Director provides leadership to the USCRI Field Offices in Mexico, El Salvador, and Honduras, which offers a variety of services to refugees, migrants, and returnees in the region. Programs include legal services, complementary education pathways, refugee advocacy and leadership initiatives, livelihoods programming, and reintegration services. Core responsibilities for the Regional Director include leadership of a mission-driven group of case management and operations staff, quality assurance for client services, strategic program and funding development, financial management, and dynamic community engagement. The Regional Director reports to the Manager of International Programs at USCRI headquarters and works as part of a leadership network of senior managers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Strategic Planning
- Lead the development of the overall program strategy and operational plans for USCRI in the LAC region, in collaboration with the Manager of International Programs;
- Lead efforts to expand the range of available service programs, through innovative program design and planning for sustainable service delivery;
- Regularly assess and adjust program design to ensure accountability to refugee, migrant and returnee clients, incorporating opportunity for feedback and strengths-based support;
- Assess staffing levels to meet all program objectives, for integration into annual staffing plans; and
- Support the Manager of International Programs in the expansion and consolidation of USCRI’s programs in the LAC region.

Program Management
- Provide direct supervision to the work of Program Coordinators in USCRI offices in Mexico, El Salvador, and Honduras;
- Oversee operation of complex programs with unique requirements and timelines;
- Monitor programs for contractual compliance and adherence to donor intention;
- Work with staff to implement smooth processes for connection of clients to relevant programs;
- Promote a client-centered approach to services across programs through staff training and development; and
- Evaluate program success based on the quality-of-service provision, as well as client empowerment and ability to navigate successfully in the community.

Financial Management
- Develop annual office and programs budgets, in collaboration with local finance staff, headquarters Finance leadership, and Manager of International Programs;
- Facilitate maintenance and renewal of yearly grants, including oversight of narrative and financial report completion; and
- Provide local oversight over tracking of grant financials and donor contributions.

Fundraising and Community Engagement
- Work with headquarters Development Team and Field Office development staff on the annual fundraising strategy to support existing programs and expand into new service areas, with measurable goals and objectives;
- Contribute to development of proposals for funding opportunities with government, foundations, corporations, and local community entities;
- Build ongoing relationships with government leaders, donors, media, community partners, and other stakeholders, to raise the profile of USCRI’s work and identify opportunities for collaboration and resources;
- Serve as a strong voice for advocacy on behalf of refugees, immigrants, and other vulnerable populations at the regional level; and
- Oversee volunteer management processes and volunteer integration into regular program activities.

Operations Management
- Serve as hiring manager to recruit and train new staff for the Field Offices, in collaboration with Human Resources;
- Lead the planning and execution of staff development activities, to grow a well-trained team for client services and ensure effective team communication, in collaboration with headquarters Programs and administrative teams; and
- Maintain open and ongoing communication with headquarters senior management and teams for programs, development, communications, finance, human resources, and information technology.

POSITION REQUIREMENTS
- Bachelor’s degree from an accredited institution; master’s degree in business, social services administration, non-profit management, related field, or equivalent experience preferred;
- Minimum of eight (8) years of professional work experience with supervisory and program management experience;
- Demonstrated commitment to humanitarian response, for refugees, immigrants, asylum seekers, and/or other vulnerable populations;
- Strong leadership experience and team-building skills, with the capacity to serve as lead for provision of trauma-informed, culturally appropriate, and competent client care;
- Solid experience with budget management and oversight of financial processes;
- Experience with strategic planning for program growth and fundraising;
- Experience with monitoring & evaluation activities to ensure program quality and compliance with federal, state, and local grant/donor requirements;
- Excellent interpersonal skills
