Oxfam Novib Somalia / Somaliland is looking for a **Consortium Coordinator - Somalia Joint Response**

Duty station: Mogadishu, with frequent travel between Somaliland, Puntland, South Central Somalia and Nairobi

Type of contract: International fixed term contract for 12 months

Work schedule: Full-time (40 hours per week)

**CONTEXT***

Oxfam is the lead organisation for the Dutch MFA-funded “Somalia Joint Response” (SOMJR under the “Dutch Relief Alliance” - an NGO Alliance), a consortium project implemented by 4 INGOs and 8 LNGOs, with a presence in Somaliland, Puntland and South Central Somalia. Since 2019, the SOMJR has been delivering a multisectoral integrated humanitarian response, focusing on the following sectors: Nutrition, WASH, Health, Food Security and Livelihoods, Protection and Multi-Purpose Cash. Accountability and localisation are the key objectives and drivers of the consortium, and considerable budget and resources have been allocated to support joint initiatives in these areas.

NEXUS is a platform of 8 Somali NGOs, supported by Oxfam and Save the Children that aims to shape the future in Somalia and Somaliland and breaks the silos of humanitarian aid, development and peacebuilding interventions. Oxfam’s role within the NEXUS Platform is Fund Manager and lead on Learning and Innovation. This is recognizing that many donors are currently unable to directly fund local NGOs and to support NEXUS members in donor compliance, Program quality and dispersing learning regionally and globally.

Working with others is a fundamental part of Oxfam’s strategy and crucial for us to achieve Oxfam’s vision: most effectively address the root causes of poverty, vulnerability and injustice, and that help strengthen people as empowered agents of their own development. The Oxfam Somalia Program works on life saving and resilience projects in a complex and changeable context. The programme is committed to working with a variety of actors and to further strengthen the capacity of local actors and to shift power to local actors.

**OBJECTIVE OF THE POSITION**

To manage Oxfam’s commitments as lead of the Dutch Relief Alliance (DRA) consortium delivering the Joint Response Program across Somalia (SOMJR); and to manage Oxfam’s commitments towards the NEXUS locally-led platform (8 leading local NGOs across Somalia, three of whom are Oxfam’s local partners in the SOMJR). This includes grant management, compliance and donor reporting, ensuring program quality, facilitating collaboration, and building and maintaining good partnership relations. The role is also crucial in promoting and coordinating local humanitarian partnerships and leadership - with internal and external stakeholders.

**KEY RESPONSIBILITIES AND TASKS**

**Grant and risk management**
- Oversee financial compliance, grant/risk management and related areas in line with donor rules and regulations for projects of implemented by local humanitarian partners (SOMJR and NEXUS).
- Oversee management of grants and contracts with SOMJR and NEXUS local partners, ensuring timely release of grant funds, financial monitoring of partner projects and internal budget monitoring that are in compliance with Oxfam's financial systems; report on progress, status and possible re-adjustments of activities.
- Support development of proposals for new funding opportunities for local partners.
- Upon award of SOMJR and NEXUS-related grants, prepare individual financing agreements for the local partners receiving funding.
- Ensure safe programming and safeguarding processes are in place and mainstreamed across the implemented projects.
- Facilitate all NEXUS core members through Oxfam’s internal due diligence processes.
- Facilitate an external evaluation and reviews of the Programs.

**Partner coordination and relationship management**
- Liaise with relevant actors, including but not limited to the Dutch Embassy, and the UN Clusters(s) and Coordination forums across the country on the DRA Program.
