This role is hands on operational, collaborating with Sourcing, Contracts, Transformation, TPRM (Third Party Risk Management), Business Owners, Functional Owners and other stakeholders./n/nCOE includes enablement of People, Process, Tools for the global Procurement functions (Strategic Sourcing, Contract Management, Procurement Operations, etc.) primarily through governance and support services including but not limited to program management, project management office (PMO) on behalf of multiple functions (example: contract status/ escalation management across SME advisors), core function support services (example: market intelligence, RFP administration/ tracking, analytics), service desk (internal, external or other outsourced/ 3rd party service management), merger /u0026 acquisition (M+A) support (integration, harmonization, etc.), process optimization (capture, tactical SOP standard operating procedure documentation, automation), content management (repositories, SharePoint, AI readiness), policy management (creation, adherence, maintenance), change management, quality assurance, transformation support, reporting (standard/ non standard creation, validation, automation), training, functional system support (roadmap, design, test, implementation, automation, integration, etc) including genAI/ automation as well as other special projects./n/nThis role requires full-time onsite work in Mexico City (5 days per week). /n/nQualifications/n/n
* Bachelor/u0027s degree and 2+ years of related work experience OR/n/n/n/n/n
* Associate/u0027s degree and 4+ years of related work experience OR /n/n/n/n/n
* High School Diploma or equivalent and 6+ years of related work experience./n/n/n/n/n*Completed advanced degrees in a relevant field may be substituted for up to two years (Master/u2019s = one year, Doctorate = two years) of work experience./n/nPreferred Qualifications/n/n
* Bachelor/u2019s degree in Business Administration, IT, Engineering, or related field required or equivalent professional experience/n/n
* Master/u0027s degree in Business Administration or related field./n/n
* Strong Excel and data analytics skills required/n/n
* Functional Systems Support experience required across ERP (Oracle, SAP) and other systems/n/n
* Experience in a technology industry, manufacturing or industrial environment preferred/n/n
* 3-4+ years experience working with Center of Excellence, Procurement or Procurement Support functions, IT, PMO (Project/Program Management) required/n/n
* 3+ years of experience working in a large matrixed organization/n/n/n/n/nPrincipal Duties and Responsibilities/n/n
* Contributes to the development of function/u2019s processes based on an understanding of company policies and procedures, as well as standard and Qualcomm/u0027s function/u2019s principles, theories, and concept/n/n
* Executes function/u2019s strategies and protocols plans for in accordance with supplier engagements or agreements for one/u0027s assigned area of responsibility./n/n
* Provides function/u2019s options and recommendations to internal customers based on technology, cost, risks, and schedule requirements. Manages function/u2019s issues within constraints and escalates other issues as needed./n/n
