About This Role

This is a highly specialized role that requires a deep understanding of subsea cable regulatory and permitting requirements. As a Junior Permitting Program Manager, you will be responsible for supporting the project team in identifying and procuring necessary permits, authorizations, licenses, approvals, concurrences, etc., required to own, construct, install, operate, maintain, and decommission subsea cable systems worldwide.

Responsibilities
  1. Support the Permitting Manager with regular updates of the internal permitting database and continued development of permitting capability.
  2. Assist with the development of feasibility studies.
  3. Permit budget tracking and forecasting.
  4. Research and analysis of regulatory requirements in various countries and their potential implication on project elements and schedules.
  5. Review and liaise with Ramboll and subsea cable supplier personnel, permitting agencies, and the customers to define permit requirements and outline approaches for procuring permits in subsea cable transit and landing countries.
  6. Prepare and deliver presentations to permitting agencies.
  7. Provide permitting expertise to other organizations supporting the subsea cable projects.
  8. Management of subcontractors and in-country agents, for permit scoping and risk analysis, permit acquisition, biological/archaeological/other environmental support studies.
  9. Ability to travel internationally to investigate potential landing sites and meet with in-country permitting agencies to discuss requirements associated with telecom and power subsea cable installations.
Qualifications
  1. 3-5 years experience in permitting or regulatory framework, either permit acquisition or agency experience.
  2. Strong oral and written communications skills (Bilingual English/Spanish required).
  3. Excellent presentation skills, including ability to communicate and negotiate across a wide range of clients, regulators and organizations; and awareness of, and sensitivity to international cultures.
  4. Knowledge of subsea cable regulatory and permitting requirements.
  5. Basic understanding of marine environmental/ecological sensitivities.
  6. Proficient technical report writing skills.
  7. Basic knowledge of subsea cable engineering and construction practices.
  8. Ability and keenness to learn and develop new skills.
  9. Ability to recognize potential permitting issues and contribute actively in solving problems.
  10. An attention to detail and the ability to approach issues in a clear and logical manner.
  11. Experience procuring permits for undersea cable systems preferred.
  12. Knowledge of domestic and international laws related to submarine cables and maritime jurisdictional claims.
  13. Ability to research environmental and social issues and constraints that could influence subsea cable routing.
  14. Understanding of Contracting and Contract Management (including budgeting and budget forecasting).
  15. Minimum of 30% travel both domestic and internationally.
