SGI Global LLC is seeking a fluent Spanish-speaking Drug Demand Reduction Advisor to provide essential support to the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) in Mexico City, Mexico. This role involves delivering professional and administrative assistance as part of the U.S. Foreign Assistance Program to Mexico.

Key Responsibilities:

  • The position is based in Mexico City, Mexico, with potential travel to various locations within Mexico, the United States, and internationally.
  • Advises INL on formulating strategic initiatives aimed at drug demand reduction (DDR) in Mexico.
  • Collaborates with INL to design, develop, implement, monitor, and evaluate DDR capacity-building initiatives.
  • Engages with U.S. Government inter-agency partners, international organizations, and foreign governments to coordinate and execute DDR capacity-building projects.
  • Offers insights on local policies, procedures, and institutions that connect public health, criminal justice, and the prevention/treatment of substance use disorders. Utilizes this expertise to create impactful projects that assist Mexican institutions in reducing drug demand.
  • Maintains comprehensive documentation for DDR projects.
  • This position description does not encompass all duties; the incumbent may be required to undertake additional responsibilities aligned with INL's needs.

Qualifications:

  • Must be a Mexican Citizen or Third Country National.
  • Fluency in Spanish at FSI level 4/4.
  • Fluency in English at FSI level 4/4.
  • Master's degree in international relations, public policy, criminal justice, or law enforcement; or a Bachelor's degree with five (5) years of relevant experience from an accredited institution.
  • A total of ten (10) years of progressive professional experience in the Government of Mexico (GOM) and/or domestic or international non-governmental organizations, including at least five (5) years focused on drug demand reduction projects.
  • A minimum of three (3) years of experience in designing and implementing capacity-building projects that bridge the criminal justice and public health sectors to prevent and treat substance use disorders.
  • Experience in drafting statements of work, change maps, notices of funding opportunities, training plans, and related documentation.
  • Familiarity with Mexican health, security, and justice institutions and their roles in executing drug treatment strategies.
  • Strong communication skills in both written and oral formats, capable of engaging diverse audiences from senior U.S. and GOM officials to end users of drug treatment and prevention services.
  • Ability to successfully pass a U.S. Embassy RSO security background check.
  • Proficient in the Microsoft Office suite.
