About The Group
The NDC Partnership:
The NDC Partnership is a global coalition, bringing together more than 250 members, including more than 130 countries, developed and developing, and more than 110 institutions to deliver on ambitious climate action that helps achieve the Paris Agreement and drive sustainable development. Governments identify their NDC implementation priorities and the type of support that is needed to translate them into actionable policies and programs. Based on these requests, the membership offers a tailored package of expertise, technical assistance and funding. This collaborative response provides developing countries with efficient access to a wide range of resources to adapt to and mitigate climate change and foster more equitable and sustainable development. The NDC Partnership Support Unit is jointly hosted by the World Resources Institute (WRI), the UN Office for Project Services (UNOPS) and the UN Climate Change Secretariat (UNFCCC). For this project, the Consultant will be contracted through UNOPS.
Role Purpose
The Project consultant's role focuses on driving climate-responsive fiscal analysis and supporting interministerial coordination for Mexico's climate strategies. It involves conducting analysis and making proposals regarding to the relevance of redirecting subsidies and public spending toward sustainable sectors, contributing to the development of national mitigation plans, enhancing monitoring systems, and fostering stakeholder engagement through research, reporting, and workshops. The consultant will support the team's research and analysis.
The Project Consultant will coordinate closely with the Coordinator of the NDC for Mexico at the General Directorate for Policy and Climate Action (DGPAC), which is part of the Undersecretariat for Sustainable Development and Circular Economy at, SEMARNAT.
Under the supervision of the Senior Programme Manager at UNOPS, incumbent will maintain fluid communication to effectively monitor the proper fulfilment of objective by the consultants who will be part of the EIU.
Functions / Key Results Expected
- Identify opportunities on how climate policy can interact with fiscal policy to redirect subsidies, tax incentives, and public spending toward green and resilient economic activities, including renewable energy, sustainable transport, and climate-resilient infrastructure.
- Analyze how the 2030 and 2035 NDC targets can be implemented with the National Sustainable Taxonomy, the Sustainable Finance Strategy and other potential economic instruments as part of the enabling environment to enhance the effectiveness and ambition of national climate action.
- Analyze supply-demand dynamics for priority climate projects to ensure operational feasibility and resource alignment.
- Support the interministerial coordination process for the development of the mitigation component of the PECC 2025–2030, including sectoral engagement and policy alignment.
- Assist in providing inputs from the Economic Intelligence Unit to strengthen the coordination mechanisms for NDC implementation, such as the Interministerial Commission on Climate Change (CICC) and its working groups.
- Contribute to the development and strengthening of the MRV (Monitoring, Reporting, and Verification) system to track progress on PECC implementation.
- Support the consultation process for climate policy instruments such as the National Electric Mobility Strategy, including its launch, implementation, and monitoring.
- Prepare presentations, reports, and technical inputs to support decision-making and stakeholder engagement.
- Conduct background research, literature reviews, and data collection to inform fiscal and policy proposals.
- Assist in organizing workshops, consultations, and inter-agency meetings related to climate policy coordination.
- Maintain organized records of project activities, outputs, and stakeholder interactions.
- Track relevant policy developments and provide timely updates to the team.
- Prepare summary reports of activities and deliverables as requested by DGPAC or other coordinating bodies.

Required
Education Requirements
- An advanced degree (Master's or higher), preferably in Economics, Public Policy, Environmental Engineering, Sustainable Development, Finance, Climate Change, Environmental Science, or a related field is required.
- Bachelor's degree preferably in a related discipline, in combination with an additional 2 years of relevant work experience (4 total), may be accepted in lieu of an advanced university degree.
