Project Procurement Lead (Oil & Gas)

Role Summary

We are seeking a highly organized and detail-oriented Project Procurement Lead to join a leading international Upstream company in Mexico for a major development project. The primary objective of this role is to oversee, control, and optimize inventory management processes while ensuring strict regulatory compliance. You will be responsible for ensuring that all materials, spare parts, and consumables required for drilling, completion, and production activities are available, properly stored, and accurately tracked to safeguard operational continuity and cost efficiency under Mexican regulations.

Main Responsibilities

  • Inventory Planning & Control: Manage the full registration of items, including technical descriptions, coding, quantities, associated budgets, invoices, and payment supports.
  • Regulatory Compliance: Lead the processes for material write-offs and scrap disposal in coordination with internal authorities and local regulators.
  • Official Reporting: Prepare and submit semi-annual inventory reports to SENER and provide critical data for buyback processes and permitting requirements.
  • ERP Management: Implement and monitor inventory systems (SAP or equivalent) to provide full traceability of physical movements across warehouses and service provider yards.
  • Audit & Quality Control: Support internal, external, and regulatory audits by maintaining accurate records and photographic evidence of inventory status.
  • Strategic Collaboration: Work closely with Procurement, Finance, and Cost Control teams for AFE closures, expenditure forecasting, and vendor onboarding.
  • Site Supervision: Conduct site visits to project-controlled warehouses and yards to ensure in-country regulatory compliance and verify physical stock.

Requirements

  • Education: Bachelor's degree in Engineering, Supply Chain Management, Business Administration, or a related field.
  • Experience: 3 to 5 years of proven experience in inventory management specifically within the Oil & Gas sector.
  • Technical Skills:
  • Solid understanding of the Mexican regulatory framework (SENER, writing-off procedures, and scrap regulations).
  • Proficiency in ERP systems (SAP preferred) and Microsoft Office Suite.
  • Experience in cost reconciliation, warehousing, and buyback processes.
  • Languages: Full professional proficiency in English and Spanish (written and spoken).
