As a member of the EWSC leadership team, the contributes to the development and attainment of the Corporation’s strategy, by providing overall financial stewardship through a culture of compliance and governance. The role develops, implements and maintains the financial management strategy, implementation of systems, processes, tools and controls to effectively lead financial planning; and financial accounting to optimise utilisation and acquisition of financial resources, in support of EWSC’s sustainability. The role leads the processes to develop investment strategies by considering cash and liquidity risks. Furthermore, it is accountable for growing the Corporation’s turnover by developing appropriate tariff structures that reflect the cost of service (including funding capital investment and contribution to reserves).The CFO role further provides the strategic direction for Supply Chain Management, a key cost driver in the Corporation to ensure effective cost beneficial supply, quality products and efficient service delivery, whilst observing good governance, legal and regulatory compliance. The role leads EWSC’s response to supplier development aspects of the national growth agenda and plays a central role in industry transformation and national initiatives to develop Supply Chain Management of local suppliers.**Required Competencies/Skills/Knowledge**:- Principles, practices, methods and procedures of budgeting, accounting, controls, auditing, debt administration and financial management;- Knowledge of Supply Chain Management principles, policies, legislation and regulations;- Knowledge of pertinent Regulatory & Statutory requirements as they pertain to areas of discipline;- Knowledge of the financial and operational drivers for a Water Utility;- Corporate performance monitoring, reporting and evaluation methodologies and practices;- Project Management skills;- Extensive public interaction expertise at national, local, regional and global entities and stakeholders;- Principles of public administration, management, supervision, training and performance evaluation; and- Knowledge of principles and practices of budget preparations and administration**Key Performance Outputs**:- Financial Strategy- Financial Accounting Practices- Management Accounting- Corporate Finance Management- Treasury and Tax Management- Supply Chain Management Strategy & Performance- Supplier Development & Performance- People Management & Functional Effectiveness- Financial Management- SHEQ Championing- Culture**Education**:- A Masters Degree in Commerce, Business Management, Economics, Finance or related field is required.- ACCA / CIMA / CA professional qualification; and Membership of internationally recognised institutions for Accountants or Auditors**Experience**:- 10 years experience, including 8 years in senior management in managing and directing financial functions such as accounting, finance, treasury, budgeting, financial reporting, and supply chain management.
