Propósito del Rol Buscamos un líder estratégico en Comercio Exterior con un dominio avanzado de la Legislación Aduanera de EE.UU. (US Customs Law) . A diferencia de roles tradicionales enfocados en la operación mexicana, esta posición requiere un experto en Valoración Aduanera, Mitigación Financiera y Auditoría ante CBP . Tu objetivo será blindar la operación ante la aduana americana y optimizar la carga fiscal mediante programas especiales. Responsabilidades Críticas (The Core) 1. Estrategia Legal y Clasificación (US Customs Law): Asegurar el cumplimiento normativo bajo el Title 19 CFR y las leyes aduaneras de EE.UU. Supervisar y validar la Clasificación Arancelaria (HTSUS) compleja para maquinaria y tecnología, asegurando la correcta declaración ante CBP. Gestionar el cumplimiento de remedios comerciales y barreras no arancelarias, incluyendo Sección 232 (Acero/Aluminio) y normativas EEIPA . 2. Ingeniería Financiera y Mitigación de Aranceles: Diseñar y ejecutar estrategias de ahorro fiscal (Duty Savings) mediante: Duty Drawback: Gestión y recuperación de aranceles. First Sale for Export: Implementación de valoración basada en la primera venta para reducir la base gravable. USMCA (T-MEC): Análisis avanzado de reglas de origen para maximizar beneficios. Determinar la correcta Valoración Aduanera (Customs Valuation) para evitar ajustes o multas por subvaluación. 3. Auditoría CBP y Gestión de Riesgos: Atender y liderar Auditorías de CBP , respondiendo requerimientos de información (CF-28) y notificaciones de acción (CF-29). Realizar auditorías preventivas internas para asegurar la integridad de los datos declarados vs. contabilidad. 4. ACE Portal y Reconciliaciones: Administración experta del ACE Portal para la extracción de reportes y monitoreo de la "salud" de la cuenta importadora (Importer Identity). Gestión de entradas de Reconciliación (Reconciliation Entries - Flag 98) para ajustes de valor, clasificación o 9801/9802. Perfil del Candidato (Filtros Excluyentes) Dominio Legal: Experiencia probada aplicando US Customs Law y 19 CFR . (No solo Ley Aduanera Mexicana). Expertise Financiero: Casos de éxito comprobables implementando Drawback o First Sale Valuation . Herramientas: Manejo avanzado de ACE Reports y ejecución de Reconciliaciones . Remedios Comerciales: Conocimiento actualizado sobre Sección 232 y EEIPA . Idioma: Inglés Avanzado/Bilingüe (Indispensable para defensa legal ante autoridades de EE.UU.).
