Please visit our website: Responsibilities Work with an international client where all communication will be in English, therefore advanced English is required for this role. Conduct a budget estimate to support a feasibility study, using parametric cost analysis. Review designs at various stages (Concept, SD, DD & IFC), prepare quantity take-offs and develop a quantified BOQ cost breakdown structure. Prepare a cost estimate report with all necessary qualifications and present the results to stakeholders including the client. Manage the procurement process, implement procurement and contracting strategies, participate in negotiations and ensure all stages including pre‑qualification, enquiry, analysis, bid evaluation, cost negotiations, selection and contract preparation are performed effectively, including RFP revisions and evaluation. Verify that change control processes are managed effectively, document any changes in design, assess/calculate the value of the change order, negotiate the true value with the GC’s and process the change order under the client specific portal for approval and budget adjustment. Ensure that the General Contractor’s & Subcontractor’s payment applications are aligned and presented in accordance with contract requirements. Review, evaluate and recommend interim payments based on executed progress, ensure substantiation is aligned with contract conditions and payments are recommended within stipulated timeframes. Review, evaluate, negotiate and recommend the final commercial account closeout, ensuring all works are completed and substantial completion approved by the Engineer/Project Manager/Client and all contract requirements are met. Establish and maintain professional relationships with all stakeholders and internal peers/managers; lead client & stakeholder interfacing and report & present all commercial aspects of the project. Prepare the monthly cost report and present all project’s commercial aspects (CO reviews/statuses, commercial progress, budget forecasts, risk assessments, etc.) to key stakeholders/Client. Chair weekly/bi-weekly commercial meetings with key stakeholders/Client, reviewing all commercial aspects with focus on commercial & unforeseen risks and commercial progress. Ensure that key project information and lessons learned from each commission are reviewed and processed through Turner & Townsends internal database. Abide by strict QA/QC procedures on all deliverables. If applicable, manage the commission by ensuring margin levels are achieved, T&T invoices are prepared and issued within required timeframes, commission resources are aligned with the SOW and internal commission delivery portal is continuously updated. If applicable, lead a cost management team, ensuring team is trained and guided to deliver all scope listed above; lead by example and delegate scope aligned with capabilities to enhance team members’ professional growth. Depending on circumstances, commute to the office and/or site. If role is site‑based, candidate will be required to be full‑time at site. Qualifications Minimum 6 years professional experience related to Engineering Cost Management. Bachelor’s degree in Quantity Surveying, Civil Engineering, Architecture, or any degree relevant to the position. RICS, AACE certifications/memberships. Fluent in English and Spanish. Strong Microsoft skills, specifically Excel & PowerPoint; CostX; knowledge of AutoCAD.
