Oxfam Novib's Global Humanitarian team (GHT) is looking for a HST Finance Manager / Specialist

Type of appointment:
Fixed-term national Contract Contract duration: 1 year (with possibility of renewal)

Work schedule:
Full-time (depending the working hours of the country)

Reports to:
Country Director, with Matrix management to GHT HST Program Manager Reporting to this position: 2 HR Officers and 1 HR Assistant Salary & Scale: According to the national salary scale (B2)

The Finance Manager/Specialist is in charge of the overall financial management of the "Humanitarian System Transformation through Local Humanitarian Leadership" Program (HST Program in short).

This 16.8 million euro program (including 15% ICR), which runs for 42 months between 2024 and 2027, is financed by the Dutch Ministry of Foreign Affairs, Department for Stability and Humanitarian Aid, under the Strengthening the Humanitarian System Grant Policy Framework .

The main objective of the Finance Manager/Specialist for the Humanitarian System Transformation through Local Humanitarian Leadership Program is to ensure sound financial management throughout the duration of the program.

This includes overseeing all financial aspects of the program, such as budgeting, monitoring, reporting, auditing, and forecasting processes.

The Finance Manager/Specialist is responsible for maintaining financial controls, ensuring compliance with donor regulations, and providing guidance and capacity-building support to Oxfam country offices and indirectly partners.

Ultimately, the goal is to support the successful implementation of the program by ensuring effective financial management and adherence to budgetary and donor requirements.

It is foreseen that this position will be managed by the HST Programs Manager, who is part of the GHT of Oxfam Great Britain.

Final management lines will be confirmed upon appointment of the role.

KEY RESPONSIBILITIES Oversee all financial aspects of the HST Program, including budgeting, transfers and income receipt, monitoring and controlling, reporting, auditing, and forecasting processes.

Develop, implement, and monitor project budgets to ensure adherence to project plans and donor requirements. Coordinate budget adjustments as needed. Make sure transfers to the 6 country offices and other global partners have been done on time. Establish and maintain robust financial controls to prevent losses and ensure budget utilization. Provide guidance on short-term and long-term financial planning decisions. Prepare and share Budget versus Actuals with the project team and inform the team of any variances. Prepare comprehensive financial reports for donors, ensuring compliance with donor requirements, Coordinating with project team and timely submission. Identify financial risks and opportunities and develop strategies to mitigate risks. Coordinate with relevant units to address financial challenges and improve financial management processes.

Provide training and capacity-building support to Oxfam country offices and (indirectly) partners on financial management best practices and compliance with Oxfam Novib and donor requirements.

Collaborate with Oxfam country office financial officers and project managers, and other stakeholders to ensure coordinated financial management across the program.

Coordinate with external auditors and relevant units within Oxfam to facilitate the annual audit process. Ensure compliance with donor regulations and contractual requirements related to financial management. Develop a deep understanding of donor requirements and provide guidance to colleagues and partners involved in the project.

WHO ARE WE LOOKING FOR? You have:
A university degree (masters or equivalent) in financial management, business administration, accounting, or a related field.

At least 10 years of experience in financial management or financial controlling positions, preferably in project-based international humanitarian/development organization and / or global network.

Strong financial analysis and planning skills, with the ability to interpret financial data and make informed decisions. Excellent communication and interpersonal skills, with the ability to work effectively in a team-oriented environment. Good training and capacity enhancement skills.

Sound knowledge of Local Humanitarian Leadership agenda and opportunities and challenges of working with a wide array of local and national partner organizations.

Experience managing programs/projects of a similar budget size. You possess strong organisational skills and can show a proven track record in coordinating multi-country, multi-stakeholder projects.

You have the ability to work in a project oriented manner in a changing organization, taking all the interests of the involved stakeholders seriously and remaining strongly focused on the end results; You work independently, are pro-active and a problem-solver; you are result-driven, have strong organizational skills and a structured approach.

Ability to work directly and over distance with colleagues / partners. Excellent command of written and spoken English.

Based in one of the ON EA countries (for close proximity to other financial staff working with ON EA financial system) but willingness and ability to travel to the Program's countries and other locations relevant to achieving the Program's objectives.

Comprehensive understanding of donor contract management, financial project management, sub-granting and contexts of operation in least-developed, low- and middle-income countries.

Experience in a complex, networked international organization. Excellent communication and social skills and are a team player. Willing and able to travel to different countries, sometimes at short notice. Experience and knowledge of relevant financial IT systems WORKING AT OXFAM NOVIB
