WFP Libya operates in a complex context with a food systems transformation agenda as well as humanitarian and development needs in the country. Under the Country Strategic Plan 2023-2025, WFP Libya has strengthened the integration of its Resilience portfolio, still serving participants phasing out from Crisis Response programmes to build their self-reliance, but also targeting women and youth who are struggling to build their economic resilience and access the market in local food systems. WFP Libya has also launched its package of Early Recovery activities to support the bouncing forward of Derna's local food systems in the aftermath of Storm Daniel. WFP Libya looked at innovations as something critical to enable itself to find sustainable and systemic solutions to institutional and strategic problems, to scale them, and eventually to deliver on its mandate to Changing Lives and reach Zero Hunger.

**ORGANIZATIONAL CONTEXT**:
Two years into transition, one of the main challenges encountered by **WFP Libya **and partners in jointly building individual and institutional resilience and country ownership is the absence of a policy framework that can orient the efforts of the UN Sister Agencies and development partners. In November 2023, WFP was appointed by the Government of Libya as an implementing partner to accompany the formulation of its first Food Security Strategy. This Strategy, convened under the Prime Minister's Office (PMO) will be a critical step towards Libya's stabilisation and a key contributor to future food security and inclusive economic growth and social cohesion. On 07 February 2024, during the first official meeting of the Food Security Strategy Committee organized by the National Economic and Social Development Board (NESDB) and the African Development Bank (AfDB), WFP reiterated their commitment to support the formulation of the Libya Food Security Strategy based on the progress already achieved by the NESDB and national stakeholders.

The NESDB has requested technical support from the WFP, the United Nations entities, and an Independent Panel of Experts on Food Systems to support the formulation of the policy as well as strengthen the capacity of the national stakeholders to design and implement the national Strategy for food security and its components. Accompanying the Government of Libya in landing a National Food Security Strategy (FSS) and an implementation plan will best place WFP in supporting the Government in implementing the Strategy with interventions in food value chain transformation, climate adaptation, emergency preparedness, and food systems resilience building.

**JOB PURPOSE**:
The Head of Resilience and Food Security will support the Government of Libya (GoL) in designing and developing a National Food Security Strategy (FSS) and supervise and grow the Resilience and Livelihoods portfolio in support of the implementation of the Food Security Strategy. The Consultant will also support the National FSS Steering Committee (FSS-SC) and liaise with the FSS UN Task Force and Independent Panel of Experts by providing strategic guidance, technical assistance, and capacity support to design and develop the FSS. In addition, the consultant will supervise and grow the Resilience Building portfolio and present WFP's values and expertise to other stakeholders in all external coordination platforms.
