**Project Summary**:
For the Protection of Human Rights Defenders and Journalists (PDP) is a project financed by the U.S. Agency for International Development (USAID) with the objective of improving the institutional capacity of government and non-government actors involved in the protection of human rights defenders and journalists. This project will facilitate the creation of a safer civic space with freedom of expression and the guarantee of human rights. PDP will conduct activities with counterparts and allies at the federal and state levels.

**Please note: Only Mexican citizens are eligible for this position.**

**Position Summary**:
**Responsibilities**:

- Review the criteria of prioritization and the Test applied by the Specialized Attorney General’s Office for Investigation of Human Rights and Forced Disappearances.
- Review operative and normative documentation of the Specialized Attorney General’s Office for Investigation of Human Rights and Forced Disappearances.
- Participate in the development of a pilot plan proposal with adjustments to the prioritization Test.
- Interview functionaries of the Attorney General’s Office and other actors for incorporating the prioritization policy.
- Develop an improvement proposal for the strategy and prioritization Test.
- Communicate and advertise the proposed changes.
- Incorporate accessible and simple language, as well as a gender perspective and differential and intercultural approach.

Por la Protección de Personas Defensoras y Periodistas (PDP) es un programa de la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). PDP tiene el objetivo de contribuir a mejorar la capacidad institucional y operativa de actores gubernamentales y no gubernamentales involucrados en la protección de las personas defensoras de derechos humanos y periodistas. A través de este programa, se pretende apoyar en la generación de un espacio cívico más seguro para el ejercicio de la libertad de expresión y la defensa de derechos. PDP trabajará hasta agosto de 2026 y realiza actividades con contrapartes y aliados a nível federal y estatal.

**Resumen del cargo**:
PDP requiere a una persona consultora que realice un análisis para fortalecer los criterios de priorización en la atención de casos de la Fiscalía Especializada en Investigación de Violaciones a los Derechos Humanos y Desaparición Forzada de la Fiscalía General del Estado de Chihuahua y que proponga mejoras de las herramientas utilizadas para la aplicación de los mismos.

**Responsabilidades**:

- Revisar los criterios de priorización y el Test aplicado por la Fiscalía Especializada en Investigación. de Violaciones a los Derechos Humanos y Desaparición Forzada.
- Revisar documentación normativa y operativa de la Fiscalía Especializada en Investigación de Violaciones a los Derechos Humanos y Desaparición Forzada.
- Construcción participativa de una propuesta de plan piloto de los ajustes al Test de priorización.
- Entrevistar a personas operadoras de la fiscalía y a otros actores para incorporar a la política de priorización.
- Elaborar una propuesta de mejora a la estrategia y al Test de priorización.
- Socializar los cambios propuestos.
- Capacitar a los analistas de la Fiscalía Especializada en la aplicación del Test ajustado.
- Incorporar lenguaje accesible y sencillo, así como una perspectiva de género, enfoque diferencial e intercultural.

**Qualifications**:

- Bachelor’s degree in law, international relations, political sciences, public administration, or related field required.
- Minimum five years of experience in the criminal justice system, especially as an operator, required.
- Experience working with analysts required.
- Knowledge of policies of prioritization of cases in public institutions preferred.
- Proficiency in Spanish required.
