**Project Summary**:
For the Protection of Human Rights Defenders and Journalists (PDP) is a program of the United States Agency for International Development (USAID). PDP aims to contribute to improving the institutional and operational capacity of governmental and non-governmental actors involved in the protection of human rights defenders and journalists. Through this program, it is intended to support the generation of a safer civic space for the exercise of freedom of expression and the defense of rights. PDP will work through August 2026 and engages with counterparts and allies at the federal and state levels.

**Position Summary**:
The Protection Performance Protocols Consultant will design and develop two performance Protocols for instances of protection. The objective of the protocols is to define the performance procedure for staff in each of the attention processes directed at petitioners and beneficiaries. The protocols will cover human rights and gender perspectives and should include an intersectional and intercultural approach. The protocols will detail an attention procedure, attributions and responsibilities of public servants involved, as well as diagrams and forms for gathering and establishing the best method for sharing information. The estimated assignment duration is 8 hours a day for 29 days.

**Responsibilities**:

- Delineate a work plan for the preparation of protocols.
- Complete in situ research for using indispensable elements that should contain a protocol with regards to attention to victims, differentiated attention, gender approach, intersectionality approach, intercultural perspective and human rights defenders and journalists.
- Conduct field interviews to consider the needs and elements of protection and take these into account in the development of the protocol.
- Conduct a training session on the scope and uses of the protocols.

PDP tiene el objetivo de contribuir a mejorar la capacidad institucional y operativa de actores gubernamentales y no gubernamentales involucrados en la protección de las personas defensoras de derechos humanos y periodistas. A través de este programa, se pretende apoyar en la generación de un espacio cívico más seguro para el ejercicio de la libertad de expresión y la defensa de derechos. PDP trabajará hasta agosto de 2026 y realiza actividades con contrapartes y aliados a nível federal y estatal.

**Resumen del cargo**:
Esta consultoría tiene el objetivo de contratar a una persona para el diseño y la elaboración de dos Protocolos de actuación para instancias de protección. El objetivo de los protocolos es definir el procedimiento de actuación del personal en cada uno de procesos de atención dirigidos a personas peticionarias y beneficiarias. Los protocolos transversalizarán las perspectivas de derechos humanos y género, y deberán contemplar los enfoques de interseccionalidad e interculturalidad. Los Protocolos detallarán la ruta de atención, atribuciones y responsabilidades de las personas servidoras públicas involucradas, así como los flujogramas y formatos para recabar y establecer la forma en la que se comparte información. El número de días estimado de la consultoría es 29 días (8 horas/día).

**Responsabilidades**:

- Delinear un plan de trabajo para la elaboración de los protocolos.
- Realizar investigación in situ para retomar los elementos indispensables que deberá contener en protocolo en materia de atención a víctimas, atención diferenciada, enfoque de género, enfoque de interseccionalidad, perspectiva intercultural y derechos humanos de personas defensoras y periodistas.
- Realizar entrevistas en campo para considerar las necesidades y los elementos con los que dispone la instancia de protección con el objetivo de tomarlos en cuenta en la elaboración del protocolo.
- Realizar una sesión de capacitación sobre los alcances y usos de los protocolos.

**Qualifications**:

- Bachelor’s degree in political science, law, international relations, social sciences or related required. Master’s degree in human rights, attention to victims or related preferred.
- Minimum five years of experience in preparing protocols, guidelines, methodologies, or normative bodies on protection or defense of human rights required.
- Fluency in Spanish is required.
