About the Role

Expertise France is seeking a highly skilled and experienced Project Coordinator to join our team in Ciudad de Mexico. As a Project Coordinator, you will play a key role in the operational and financial management of our projects, ensuring that they are delivered on time, within budget, and to the highest standards.

Key Responsibilities
  • Project Management and Coordination
    • Supervise and coordinate project assistants and teams of short-term experts.
    • Ensure effective coordination, implementation, and monitoring of activities, including ensuring that all activities are running and all deliverables are achieved on time, within budget, and in line with EF commitments.
    • Ensure effective and productive mobilization of transversal functions of Expertise France.
    • Coordinate with Paris office.
  • Operational and Financial Management and Monitoring
    • Supervise operational, technical, and administrative management of deliverables (deadlines, key milestones, technical content, budget, etc.).
    • Prepare monthly operational and financial reporting to the Project Manager at Expertise France HQ (advancement of the project, dashboard update, financial execution, relations with the beneficiaries, health assessment of the project, etc.) in close collaboration with the Project Assistant.
    • Manage the project's local bank account and/or cash account, and prepare monthly reporting.
    • Ensure proper application of EF tools and procedures allowing the effective management of the technical and financial aspects of the program.
  • Technical Support
    • Provide support with research of information and documentation related to the project's objectives and manage access to information and documentation for the projects.
    • Support elaboration of study visits planning.
  • Experts Recruitment and Coordination
    • Lead the recruitment of the team of experts: drafting of terms of reference for short, medium, and long-term expert missions; preparing interviews, etc.
    • Coordinate organization of experts' work.
  • Representation
    • Support the Project Manager in the representation of the project, liaison with partners, and preparation of meetings and presentations.
    • Support the Project Manager in the preparation and animation of workshops.
  • Communication
    • Co-definition and implementation of the project's communication plan; in cooperation with the Project Manager and the EF communication officer.
    • Deployment of communications' activities linked to the Brussels agenda and link to EU MS authorities.
    • Coordination with EU Delegation communication's services.
  • Monitoring and Evaluation
    • Implementation and follow-up of the project's monitoring and evaluation plan; in cooperation with the EF monitoring and evaluation officer.
    • Drafting of the project's logical framework (LF) and follow-up of the LF indicators.
    • Elaboration of the gender approach of the project, in cooperation with EF gender focal point.
    • Supervising the final evaluation of the project.
    • Contributing to the project's capitalization documents.
  • Inception Phase
    • Analysis of the feasibility of activities proposed and implementation modalities.
    • Support the identification of the expertise needs, profile, and workload for each activity.
    • Deployment of the framework to mobilize and consult the partners and beneficiaries in the project; proposition of project coordination group and ways of working.
  • Administrative Management
    • Supervise Project Assistant's in preparing contracts, ensuring that they comply with procurement procedures.
    • If needed, develop of the procedural and financial framework to be followed by CSOs for the management of grants awarded.
    • If needed, support the financial aspects of the launch of calls for proposals and support the financial monitoring of CSOs funded projects.
  • Logistical Organization and Event Planning
    • Planning of high-level events with the support of the project assistant.
    • Overall coordination with Paris and European offices as well as European Union Delegation and/or Brussels.
    Requirements
    • Professional Experience
      • Successful experience of 3-5 years in project management and/or international cooperation.
      • Experience coordinating with colleagues and partners across multiple time zones.
      • Knowledge of Expertise France processes and procedures will be an asset.
      • Knowledge of the social protection and decent work field will be an asset.
    • Required Skills
      • University Degree in Economics, Social Sciences, Health, International cooperation, or other relevant diplomas.
      • Proven ability to coordinate a project with ambitious indicators and effectively lead a team of consultants/experts.
      • Ability to adapt and work in a demanding context.
      • Ability to work in a team and bring out ideas and operational solutions.
