SGI Global LLC is in search of a fluent Spanish-speaking Correctional Reintegration/Reinsertion Advisor to provide essential support to the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) in Mexico City, Mexico. This role entails delivering professional and administrative assistance as part of the U.S. Foreign Assistance Program in Mexico.

Key Responsibilities:

  • The position is based in Mexico City, Mexico, with significant travel required to various locations across Mexico, the United States, and potentially other countries.
  • Offer expert guidance on integrated case management and support services throughout Mexican states, aimed at eliminating obstacles that hinder an offender's successful transition from incarceration to community reintegration.
  • Provide technical assistance, training, mentoring, and support to Mexican partners, focusing on best practices in corrections reintegration and the management of released prisoners. Develop and train Government of Mexico (GOM) personnel in reintegration strategies and prepare inmates for their societal reintegration.
  • Facilitate the identification, cultivation, and maintenance of relationships necessary to establish a community support network, thereby reducing the risk of recidivism.
  • Assist the GOM in the maintenance, development, and execution of a comprehensive reintegration program.
  • Conduct scheduled assessments and follow-up visits to federal and priority state correctional facilities in Mexico, evaluating the needs of inmates preparing for release and reporting on their needs, capacities, deficiencies, and progress towards achieving reintegration goals.
  • Advocate for program partners and community resources, particularly in areas such as housing, employment, education, healthcare, peer relationships, social activities, relapse prevention, and recidivism reduction.
  • Prepare various written materials, including background documents, reports, and briefings.
  • This position description does not encompass all duties that may be assigned; the incumbent may be required to perform additional responsibilities aligned with the profile and requirements of INL.

Qualifications:

  • Must be a Mexican citizen or a Third Country National.
  • Fluency in Spanish at FSI Level 4/4.
  • Proficiency in English at FSI Level 3/3.
  • Bachelor's degree in criminal justice, law enforcement, social sciences, or a related field; or an Associate degree with five (5) years of relevant experience, or ten (10) years of related experience in the justice sector, law enforcement, international development, international affairs, or public administration.
  • A combination of ten (10) years of education and work experience in community reentry services, mental health, or the criminal justice system, with the requisite knowledge, skills, and abilities to effectively perform the duties of the position, including assisting individuals with intentional reentry planning.
  • Experience in program management, project implementation, analysis, and evaluation.
  • Ability to successfully pass a U.S. Embassy RSO security background check.
  • Proficient in engaging effectively with senior U.S. and GOM officials.
  • Experience in drafting and preparing weekly, monthly, and quarterly reports.
  • Familiarity with the Microsoft Office suite.
