Job Description

Key Responsibilities:

  • Lead and develop the Mexico legal team, focusing on critical matters for the Mexico business while efficiently supporting routine business matters.
  • Coordinate and supervise a wide range of commercial activities involving all aspects of PayPal's operations in Mexico, including customer and vendor-facing agreements, business development initiatives, M&A diligence, negotiation, and integration activities.
  • Build and maintain strong relationships with Mexican regulators, including the Central Bank of Mexico (BANXICO), the National Banking and Securities Commission of Mexico (CNBV), and the Federal Commission for Economic Competition of Mexico (COFECE).
  • Advise the business on marketing, product, and general legal risks, particularly in association with business development in the market.
  • Maintain corporate governance and secretarial records for PayPal Mexico entities.
  • Monitor and advise on new and emerging legal and regulatory developments impacting Mexico operations, identifying trends and potential impacts on business activities.
  • Collaborate with legal and business colleagues across PayPal globally on matters involving the resolution of employment, litigation, tax, and other issues.
  • Partner with Compliance and Risk Management on AML/CTF or other compliance matters.
  • Provide legal advice in support of existing operations and business expansion opportunities for other Spanish-speaking markets in Latin America, as necessary.

Requirements:

  • Deep, demonstrable financial services regulatory and contract negotiation skills and expertise, with an emphasis on payments laws, including the Mexican Fintech Law and the Payment Network Rules and regulations.
  • Experience with oversight by and engagement with the CNBV, BANXICO, and other regulators in Latin America.
  • In-depth knowledge of cutting-edge IT, web, mobile, and payment ecosystem technologies (especially those used in the collection, storage, and analysis of data) and their privacy and data security implications.
  • Familiarity with, and strong interest in, financial services technology, mobile, and alternative payments, as well as emerging technology.
  • General legal background and experience with common issues related to employment, commercial, corporate, currency controls, foreign exchange, litigation, and intellectual property. Experience with online businesses will also be advantageous.
  • Ability to thrive in a fast-paced environment and to tolerate change and ambiguity.
  • Global thinker and demonstrated collaborator, who displays risk-based and pragmatic legal and business judgment in providing practical advice to clients on privacy and data protection issues.
  • Ability to translate legal advice into actionable policies, processes, and programs that enable business objectives.
  • Demonstrated ability to effectively coach and mentor others and work with a sense of humor and resiliency, especially under tight deadlines and while managing multiple priorities.
