SGI Global LLC is in search of a proficient Spanish-speaking Police Program Analyst to provide essential support to the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) in Mexico City, Mexico. This role involves delivering professional and administrative assistance for the U.S. Foreign Assistance Program directed towards Mexico.

Key Responsibilities:

  • The position is based in Mexico City, Mexico, with potential travel to various locations within Mexico, the United States, and other countries.
  • Support and advise INL's Program Officers in evaluating, planning, and monitoring initiatives aimed at enhancing police professionalization and capacity-building for law enforcement personnel.
  • Engage with law enforcement agencies to devise effective public safety strategies.
  • Guide INL staff in the development, execution, assessment, and improvement of police professionalization and capacity-building initiatives, participating in collaborative meetings with government officials and project partners.
  • Oversee the execution of police professionalization and capacity-building projects.
  • Recommend training and resources for state and local police personnel to bolster police professionalization in critical areas such as basic investigations, tactical training, officer safety, community policing, human rights, police ethics, and effective communication.
  • This position description does not limit the duties of the incumbent, who may be required to undertake additional responsibilities aligned with INL's needs.

Qualifications:

  • Must be a Mexican Citizen or Third Country National.
  • Fluency in Spanish at FSI level 4/4.
  • Proficiency in English at FSI level 3/3.
  • Bachelor's degree in international relations, law enforcement, public policy, criminal justice, social sciences, or a related field, or an associate degree accompanied by five (5) years of relevant experience in Mexican law enforcement, preferably in policing; or ten (10) years of related experience in Mexican law enforcement.
  • A minimum of five (5) years of program management experience, including at least three (3) years in a professional environment related to law enforcement, focusing on managing support and training projects.
  • Three (3) years of experience in the development, implementation, evaluation, and enhancement of police training programs.
  • Strong knowledge of policing practices in Mexico, including citizen security and policing principles.
  • Exceptional communication and interpersonal skills.
  • Ability to successfully pass a U.S. Embassy RSO security background check.
  • Capability to effectively interact with senior U.S. and Mexican government officials.
  • Experience in preparing comprehensive reports on a weekly, monthly, and quarterly basis.
  • Strong analytical and problem-solving abilities.
  • Proven organizational skills and ability to work collaboratively.
  • Capacity to prioritize tasks and accept constructive feedback.
  • Demonstrated proficiency in Microsoft Office Suite, including Word, PowerPoint, and Excel.
