The Role:

We are seeking a highly skilled and experienced Program Manager to lead the design, implementation, management, and coordination of our humanitarian response and resilience Program in assigned areas. This includes representation, coordination, Program management, and advocacy, as well as establishing Programs and office bases for long-term presence of Oxfam in the assigned areas.

Key Responsibilities:
  • Design, implement, and manage humanitarian response and resilience Programs in assigned areas.
  • Represent Oxfam in coordination meetings and forums, ensuring effective communication and collaboration with stakeholders.
  • Manage and coordinate Program teams, including staff and funding, to achieve Program objectives.
  • Establish and maintain relationships with local NGOs, communities, and other stakeholders to promote Program goals.
  • Develop and implement strategies to promote gender equity and the interests of marginalized people.
  • Ensure compliance with Oxfam's policies, procedures, and regulatory codes.
Requirements:
  • 5 years' experience in emergency and development work, with at least 4 years' international experience.
  • Proven record of effective and complex management in humanitarian responses, including budget management, staff management, and funding.
  • Excellent people management skills, with a good understanding of team development and financial management.
  • First degree or equivalent in a relevant discipline (e.g., economics, politics, sociology, humanities) or substantial experience.
  • Proven ability to work creatively, innovatively, and effectively with limited direct supervision.
  • Proven experience as a team worker and demonstrably cooperative with members of other teams.
  • Commitment to humanitarian principles and action.
  • Good understanding of community emergency issues, with experience of or ability to work directly with local NGOs or communities.
  • Proven analytical skills and ability to think strategically for Program design and implementation.
  • Knowledge and experience of promoting gender equity and an active commitment to promoting the interests of marginalized people.
  • High-level interpersonal and communications skills.
  • Fluency in spoken and written English.
  • Ability to influence and liaise effectively with key stakeholders.
  • Proven evidence of leadership skills, including challenging, motivating, and developing a team through periods of change.
