Role Purpose

Design, coordinate, and govern the end-to-end strategic planning of the company's infrastructure network, ensuring an orderly, robust, and scalable expansion of fiber networks, backbone, metro networks, and long-haul systems, integrated with optical transport, data centers, and IP layers. The role enables very-high-capacity, low-latency, mission-critical services on a world-class, carrier-grade, AI-ready network with high availability, resilience, and long-term scalability.

This position ensures value-driven engineering and capital efficiency, avoiding unnecessary CAPEX and technical decisions that do not contribute to long-term strategic value.

Organizational Scope & Role

  • Strategic and planning-focused role, not operational.
  • Central technical and strategic coordination point for the entire network.
  • Cross-functional authority over fiber, optical transport, data centers/OPS, and IP architecture.
  • Defines and governs the company's
    Master Network Plan
    .
  • Supported by Project Managers for execution.

Key Responsibilities

  • Define the
    Master Network Plan
    (12-month and 3–5-year horizons).
  • Design backbone, metro, and long-haul network architectures.
  • Ensure high availability, true redundancy, and route diversity.
  • Coordinate expansion plans across all technical areas.
  • Sequence deployments and end-to-end dependencies.
  • Define technical standards and reference architectures.
  • Optimize CAPEX through value engineering.
  • Evaluate build vs. buy vs. partner strategies (IRUs, swaps, dark fiber, capacity).
  • Design and integrate national and international strategic interconnections.

Required Profile

  • Bachelor's degree in Telecommunications, Electronics, Systems Engineering, or related field; MBA preferred.
  • 15+ years of experience
    in telecommunications and infrastructure.
  • Experience with national long-haul networks and robust metro networks.
  • Experience with enterprise networks and corporate service design.
  • Expertise with DWDM technologies (Ciena, Infinera, Nokia, Alcatel-Lucent).
  • Strong knowledge of IP: Routing, Switching, Layer 2 and Layer 3 (design-level).
  • Experience in IP Transit, peering, and interconnection.
  • Experience with IRUs, dark fiber, wavelengths, and DIA.
  • Experience with data centers, Telco Hotels, and Carrier Hotels.
  • Familiarity with the operator network ecosystem in Mexico.
  • Experience with U.S. and international networks; submarine cable experience is a plus.
  • Not FTTH / GPON.
  • Hands-on deployment and operations experience is highly valued.
