Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with government and non-governmental partners. IOM is dedicated to promoting human and orderly migration for the benefit of all. To do so, it provides services and advice to governments and migrants to ensure that migrants' needs and rights are respected.

In partnership with key stakeholders, IOM has been implementing Assisted Voluntary Return and Reintegration Assistance (AVRR) programmes throughout the region. This programme assists vulnerable migrants who wish to return voluntarily to their country of origin but cannot do so on their own. These migrants, if they freely express their wish, can receive administrative, logistical and financial assistance for a return to their country of origin in safe, dignified and human rights-respecting conditions.

Under the general supervision of the Chief of Mission and the direct supervision of Regional Programme Manager (AVRR), the Senior Project Assistant, is responsible for supporting all activities of the program, with the following duties and responsibilities:

Responsibilities: Assist the Program Manager in coordinating successful monitoring exercises and regular spot checks to ensure adherence to AVRR programmatic and organizational policies.

Maintain and organize compliance documentation and records, facilitating accurate knowledge management for audits and reporting.

Support the Programme Manager to develop compliance and protection reports/tools to inform regional and national AVR coordinators and support implementation of standards.

Participate in rapid vulnerability assessments and support the establishment of referral mechanisms in coordination with national AVR teams.

Map and update protection services in collaboration with national teams and develop materials to inform beneficiaries.

In coordination with the Program Manager maintain and implement feedback and complaint mechanisms for beneficiary participation and issue resolution.

Promote and monitor adherence to data protection standards during case management and program implementation.

Conduct capacity-building activities on AVR protection standards and develop action plans for vulnerable migrants (VoT, GBV, UNMR).

Support development of operational PSEA Work Plans in line with IOM and IASC standards.

Assist in planning and coordination of AVRR activities, including movement management and training for national counterparts.

Support the Programme Manager to prepare, edit, and review project reports and support documentation for proposals.

Carry out specific administrative operational/control tasks for project and programme activities

Assist the Programme Manager in coordinating successful project implementation. This entails liaising between various missions and coordinating with offices in Washington and the RO for the Americas.

  • Perform such other duties as may be assigned.

Qualifications: Education

School diploma with six years of relevant experience; or,

Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database .

Experience

Experience in liaison work with government authorities, international and national organizations, UN agencies and NGOs is and advantage.

Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and/or vulnerable groups in mobility.

Experience in case management with migrants and establishment of referral mechanisms.

Experience in writing reports, methodological notes and executive reports, dissemination and analysis.

Languages

Spanish and English fluency

IOM's official languages are English, French and Spanish.
