SG&R’s Energy Division is working to develop and implement low emission energy technology alternatives, raise private financing for energy infrastructure, bring efficiency to utilities, work with governments on legal and regulatory reforms to alleviate bottlenecks in energy generation and consumption, and increase access to green energy to sustain economic growth and reduce poverty. We serve as a chosen partner for USAID’s Power Africa program in sub-Sahara Africa and have a growing international energy portfolio of over $250 million across Africa, Asia, and the Pacific Islands.

Project Description

The purpose of the USAID Mexico Partnership for Net Zero Cities is to reduce greenhouse gas emissions by improving energy efficiency measures in the buildings and transportation sectors, and reducing Short Lived Climate Pollutants (SLCP), thereby helping to put Mexico on a pathway to net zero emissions after 2030. The program will be based in Mexico City and include programming throughout Mexico

Consultant Description

RTI is seeking for a seasoned Economic and Sustainable Finance Consultant to carry out a gap assessment to determine the actions required to cover the areas of opportunity found in relation to the green project planning capabilities of the cities and with this information prepare an action plan. It will also carry out an analysis of Green Project Procurement to generate useful recommendations for cities to implement procurement measures.

Also, would support green project preparation to attract investment and would provide advisory services for strategic projects access to finance.

The Economic and Sustainable Finance Consultant will coordinate with Objective 4 (Finance and Governance) Lead.

Responsibilities

Conduct a gap analysis report (GAR) for the five partner cities to obtain a baseline on existing duties, governance mechanisms, funding opportunities, and what is needed for conducting green project planning and implementation. Generate a funding action plan (capital investment planning and needed funds for climate ambitions) for the 4-year duration of the project to reach the goals set by 2030. Develop a green project pipeline (prioritizing those with highest need and chance of success) with projects from the private sector, academia and OSCs and develop a green project Capital Investment Master Plan for two cities. Conduct a gap assessment of green project procurement capabilities for two cities and list of green procurement tools. Develop an action plan for green procurement for two cities to close the existing gaps creating an enabling environment that recognizes consistency for applying technical expertise and green acquisition policies. Identify projects susceptible to access financing and identify the best financing sources for the chosen projects. Develop viable routes and sources for financing green energy and energy efficiency projects (from federal government, international climate investment funds, carbon markets, private industry, and other climate finance mechanisms in the cities). Support the team in the design and integration of subnational activities and tools according to the work plan. Provide technical, economic, and political guidance to Net Zero Cities. Ensure smooth information flow and communication with the Net Zero Cities Leadership Team and between Net Zero Cities interventions. Develop other related duties and special projects as deemed appropriate and assigned.

Develop a green project pipeline (prioritizing those with highest need and chance of success) and develop a green project CIMP (aligning with existing climate action plan, if one exists), strategies for structuring projects, barriers, and strategies to overcome these.

Document that contains the green project pipeline from the private sector, academia and OSCs for 2 cities. Each pipeline will contain at least 9 projects, 3 for each technical Objectives (Objectives 1-3).

Document that contains the green project CIMP (for the next 4 years). Including a fiscal capacity assessment, in which the city estimates future revenues, future operating expenditures, and the amount of funds available to transfer to capital reserves. Also, would determinate the best funding opportunities.

Conduct a comprehensive gap assessment of green project procurement capabilities and support systems using Human and Institutional Capacity Development (HICD) principles to determine root causes of gaps in current processes and potential gaps to adopting Green Project Procurement Guidelines (GPGG).

Identify existing green procurement tools.

Generation of a gap assessment document of green project procurement capabilities.

Creation of a guide listing green procurement tools.

The action plan integrates HICD to close the existing gaps creating an enabling environment that recognizes consistency for applying technical expertise and green acquisition policies.

 Identify projects susceptible to access financing and identify the best financing sources for the chosen projects.

Deliver a report of the identified projects and financing sources. Projects from the 3 cities that have not yet developed a pipeline will be included.

In the case of funding sources, they will be included for the 5 cities, taking into account the particularities of each city and the projects identified.

Qualifications

Qualifications

A master’s degree or higher in economics, finance or a related field and 6 years of experience; or a bachelor’s degree and 8 years of experience. A minimum of 8 years of proven experience and profound knowledge in sustainable finance, planning and economics. Ability to manage simultaneous projects, prioritize tasks and meet stringent deadlines with multiple stakeholders, coordinating resources and integrating ambiguous information. Excellent analytical, oral, and written communication skills with a strong understanding of project planning, procurement, sustainability, and finance principles. Superior attention to detail and accuracy. Fluency in English is essential. Strong work ethics and team player attitude. Proficiency in Microsoft Office.
