Project Summary:

For the Protection of Human Rights Defenders and Journalists (PDP) is a program of the United States Agency for International Development (USAID). PDP aims to contribute to improving the institutional and operational capacity of governmental and non-governmental actors involved in the protection of human rights defenders and journalists. Through this program, it is intended to support the generation of a safer civic space for the exercise of freedom of expression and the defense of rights. PDP will work through August 2026 and engages with counterparts and allies at the federal and state levels.

Position Summary:

The Digital Media Security Consultant will create a digital security protocol and support its implementation for a national media outlet.

Responsibilities:

Conduct a diagnosis of the needs and internal practices of digital security in a national media outlet. Propose and draft a digital security protocol that includes procedures, concrete actions, and best practices for journalists to reduce risks that may affect their work and the media outlet's information. Maintain constant communication with the department responsible for overseeing and managing the "contract" for coordination and monitoring of the consultancy work. Ensure the inclusion of gender and intercultural perspectives, as well as an intersectional approach, in the development of the consultancy. Provide personalized follow-up on consultancy-related tasks and attend in-person or virtual meetings convened by PDP for the development of the consultancy. Submit evidence and documents with the requested frequency in accordance with the guidelines provided.

Resumen del Proyecto:

Por la Protección de Personas Defensoras y Periodistas (PDP) es un programa de la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). PDP tiene el objetivo de contribuir a mejorar la capacidad institucional y operativa de actores gubernamentales y no gubernamentales involucrados en la protección de las personas defensoras de derechos humanos y periodistas. A través de este programa, se pretende apoyar en la generación de un espacio cívico más seguro para el ejercicio de la libertad de expresión y la defensa de derechos. PDP trabajará hasta agosto de 2026 y realiza actividades con contrapartes y aliados a nivel federal y estatal.

Resumen del Cargo:

PDP requiere a una persona consultora que realice un protocolo de seguridad digital y apoye en la implementación del mismo para un medio de comunicación nacional.

Responsabilidades:

Realizar un diagnóstico de las necesidades y prácticas internas de seguridad digital en un medio de comunicación nacional. Proponer y redactar un protocolo de seguridad digital que incluya procedimientos, acciones concretas y buenas prácticas para que las personas periodistas reduzcan los riesgos que puedan afectar su trabajo y la información de los medios de comunicación. Mantener una comunicación constante con el responsable de vigilar y administrar el "contrato" para la coordinación y seguimiento del trabajo del consultor. Garantizar la inclusión de la perspectiva de género e intercultural, y enfoque interseccional en el desarrollo de la consultoría. Dar seguimiento personalizado a los trabajos referentes a la consultoría y asistir a las reuniones presenciales o virtuales convocadas por PDP para el desarrollo de la consultoría. Enviar las evidencias y documentos enunciados con la periodicidad solicitada de conformidad a lo señalado en el apartado de Entregables.

Qualifications:

Bachelor's degree in communication, journalism, or related fields, or engineering with a focus on digital security and computer science is required. Minimum three years of direct experience working with digital security and protection for journalists is required. Experience in information security, freedom of expression, or human rights issues. Strong communication skills to convey digital security topics to a wide audience. Fluency in Spanish required.

Requisitos:

Licenciatura afín a temas de comunicación y periodismo o ingeniería en temas afines a la seguridad digital e informática requerido. Por lo menos tres años de experiencia trabajando directamente con temas de seguridad digital y protección para periodistas requerida. Con experiencia en temas de seguridad de información, libertad de expresión o derechos humanos. Habilidad comunicativa para transmitir temas de seguridad digital a un público amplio. Se requiere fluidez en español.
