Environmental PlannerMountain West RemoteICF is seeking a mid-level Environmental Planner to support our Environment & Planning Division’s Mountain West Region.We provide expertise in environmental compliance for the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and other special purpose environmental regulations. We prepare Environmental Impact Statements (EISs) and Environmental Assessments (EAs) for complex and often controversial projects nationwide and abroad, including energy, transportation, and other infrastructure projects and regulatory programs. We manage environmental review processes that include consultation with regulatory agencies; public involvement; analysis of topics such as air quality, climate, noise, cultural and historic resources, socioeconomics, environmental justice, and other impacts. Our clients include numerous federal, state, and international agencies and private companies. Our staff work on the most current and important issues facing this region including land use planning for the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS), and NEPA processes for energy development, renewable energy, mining, and management of land use, water, recreation, and other resources. We provide a range of services including:- Conducting NEPA and related processes for the BLM and other federal agencies’ land use planning efforts (e.g., resource management plans)- Reviewing and assessing completeness and legal adequacy of permitting- Responding to public comments and leading communications/public outreach for federal and private sector clients- Performing technical services including biological surveys and studies, air quality analysis, noise impact assessments and other resource-related studies across a range of disciplines.Key Responsibilities:- Federal agency headquarters environmental support, including NEPA compliance for the BLM and USFS.- Applies NEPA and related requirements for the BLM and other agencies, including regular collaboration with the agency staff.- Federal, state, and local permitting and compliance for renewable and traditional energy, transmission, mining, and other projects in compliance with NEPA, and other regulations.- Technical services including biological surveys and studies, air quality analysis, noise impact assessments and other resource-related studies across a range of disciplines.Basic Qualifications-- 3+ years of relevant experience in preparing and/or reviewing NEPA documents.- 1 year in a project management or management support role for projects that involve compliance with federal or state environmental regulations. Must be able to oversee, direct, and mentor junior staff to meet technical, financial, and schedule goals.Additional Skills- Recent working experience with BLM and/or USFS regulations and policies, in particular for land use planning efforts.- Strong organizational skills and attention to detail, including ability to prioritize and multi-task under strict deadlines.- Strong problem-solving skills and demonstrated ability to succeed with new and challenging tasks.- Experience with developing and maintaining project schedules, budgets, and experience writing proposals.- Proficiency with Microsoft Office Suite (PowerPoint, Word, Excel, Outlook, Access) and any project specific software programs.- Sets challenging and measurable and sustainable goals in collaboration with manager(s).- Identifies and meets the needs of clients within established guidelines.- Understands task expectations and how tasks fit in the overall project.- Works collaboratively with project team and client to achieve established goals.- Organizes written work in a manner that is clear, easy to follow, and tailored for the intended audience.Working at ICFWe can only solve the world's toughest challenges by building an inclusive workplace that allows everyone to thrive.
