Position Summary / Objective :

The Trade Compliance Analyst plays a critical role in overseeing import/export customs compliance activities within Latin America (LatAm), focusing on drawback operations, certificates of origin control, and broker management.

By leveraging technology, collaborating effectively with stakeholders, and implementing robust compliance frameworks, the Trade Compliance Analyst contributes significantly to the organization's success in international trade operations while minimizing risks and maximizing benefits derived from customs programs and agreements.

Key Responsibilities :

• Lead and manage complex regulatory analysis projects from inception to completion.
• Provide guidance and mentorship to junior analysts, offering technical expertise and support.
• Synthesize findings into actionable insights and strategic recommendations for stakeholders.
• Collaborate with internal and external partners to educate and apply findings to trade matters.
• Present recommendations to senior management and key stakeholders.
• Drive continuous improvement efforts to enhance compliance, efficiency, and cost.
• Act as a subject matter expert on trade compliance regulations and best practices.

Supporting Execution of Import/Export Customs Compliance Activities :

• Ensure strict adherence to customs regulations and procedures related to import/export activities.
• Manage and optimize drawback operations to maximize duty refunds and compliance efficiency.
• Oversee the control and management of certificates of origin to ensure accuracy and compliance with trade agreements.
• Coordinate the timely payment of customs duties to avoid delays in the release of goods.

Collaboration with Internal Stakeholders :

Provide guidance and support to stakeholders on broker management, ensuring effective partnerships and compliance with customs requirements.

Development and Implementation of Compliance Framework :

• Develop and implement control frameworks to enhance customs compliance in drawback operations, tariff classification governance, and certificates of origin management.
• Establish procedures and policies to mitigate compliance risks effectively and ensure accurate documentation.

Contribution to Trade Inquiries :

• Provide expertise and guidance on customs compliance issues related to drawback operations, certificates of origin, and broker management.
• Support inquiries and provide solutions for cross-border trade challenges, leveraging knowledge of trade agreements and customs regulations.
• Support Company and Government Audits.
• Support new Customs/Logistics initiatives.

Performance Expectations :

Utilization of Customs Compliance Technology Tools :

• Efficiently utilize technology tools to extract, analyze, and report data related to drawback operations, certificates of origin, and broker management.
• Ensure timely and accurate reporting of compliance metrics using appropriate software solutions.

Generation of Periodic Reports :

• Collaborate with customs brokers on periodic reports such as drawback claims, certificates of origin control reports, broker performance reports, and compliance status reports.
• Ensure completeness and accuracy of these reports to meet regulatory requirements and internal standards.

Charts with Statistics :

• Create charts and statistical analyses to visualize key customs metrics such as duty refunds from drawback operations, compliance rates for certificates of origin, and broker performance indicators.
• Provide insights and trends based on statistical data to improve compliance strategies and operational efficiency.

Gov Data and Customs Broker Comparison :

• Conduct regular comparisons between accounts managed by customs authorities and the Enterprise Resource Planning (ERP) system.
• Identify discrepancies and take corrective actions promptly to maintain compliance and financial accuracy.

Audit and Compliance Reviews :

• Perform post-transaction audits and compliance reviews on drawback claims, certificates of origin documentation, and broker performance.
• Monitor the number and outcomes of audits to ensure adherence to customs regulations and continuous improvement in compliance practices.

Qualifications and Skills :

Education :

The knowledge, skills, and abilities typically acquired through the completion of a bachelor's degree program or equivalent degree in a field of study related to the job.

Experience :

Minimum 5 years in a related role with an emphasis on customs regulations and risk mitigation.

Technical Skills :

• In-depth knowledge of customs regulations and procedures specific to Latin America.
• Knowledge on drawback documentation, such as drawback entries, supporting invoices, and customs declarations (Pedimentos).
• Proficiency in controlling certificates of origin, including verifying origin criteria, issuing certificates accurately, and maintaining compliance records.
• Knowledge of rules of origin under different trade agreements and the ability to interpret and apply them correctly.
• Experience in managing customs brokers and overseeing their activities to ensure compliance with customs regulations and company policies.
• Ability to evaluate broker performance, negotiate fees, and implement corrective actions when necessary.
• Excellent analytical, organizational and problem-solving skills.
• Strong communication and interpersonal skills.
• Proficiency in Microsoft Office (Word, Excel, Power Point).
• English proficiency / bilingual.

Leadership Abilities :

Leads and manages complex regulatory analysis projects, providing guidance and mentorship to junior analysts.

Communication and Collaboration :

Collaborates with internal and external partners to educate teams on trade compliance matters and apply what is learned from partners to the department’s compliance initiatives.

Drives continuous improvement efforts to enhance compliance, efficiency, and cost, acting as a subject matter expert on trade regulations.

Presents analysis results and recommendations to senior management and key stakeholders, facilitating informed decision-making processes.
