Project Summary:

For the Protection of Human Rights Defenders and Journalists (PDP) is a project financed by the U.S.

Agency for International Development (USAID) with the objective of improving the institutional capacity of government and non-government actors involved in the protection of human rights defenders and journalists.

This project will facilitate the creation of a safer civic space with freedom of expression and the guarantee of human rights.

PDP will conduct activities with counterparts and allies at the federal and state levels.

Position Summary:


The Attention Protocol Development Consultant will work on the preparation of an attention protocol against offenses of human rights defenders and journalists in electoral processes in Chiapas.

The Consultant will generate a clear processes guide to achieve an efficient interinstitutional linking among instances with competencies and capacities to respond to cases of aggressions and violence against human rights defenders and journalists, and as a result ensure that freedom of liberty of expression, access to information, and to defense are protected during the electoral process.

The estimated assignment duration is 8 hours a day for 21 days.

Responsibilities:

  • Design of attention protocol against offenses of human rights defenders and journalists in electoral processes in Chiapas.
  • Attendance at meetings with Chiapas and PDP state authorities for the design of the protocol.

Por la Protección de Personas Defensoras y Periodistas (PDP) es un programa de la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID).

PDP tiene el objetivo de contribuir a mejorar la capacidad institucional y operativa de actores gubernamentales y no gubernamentales involucrados en la protección de las personas defensoras de derechos humanos y periodistas.

A través de este programa, se pretende apoyar en la generación de un espacio cívico más seguro para el ejercicio de la libertad de expresión y la defensa de derechos.

PDP trabajará hasta agosto de 2026 y realiza actividades con contrapartes y aliados a nível federal y estatal.

Resumen del cargo:


El objetivo central de la consultoría es la elaboración de un protocolo de atención contra agravios de personas defensoras de derechos humanos y periodistas en procesos electorales en Chiapas.

Tiene el objetivo de generar una guía clara de procesos para lograr una eficiente vinculación interinstitucional entre las instancias con competencias y capacidades para atender casos de agresiones y violencias contra personas defensoras de derechos humanos y periodistas, y con ello evitar que el derecho a la libertad de expresión, el acceso a la información, y a la defensa sea vulnerado durante el proceso electoral.

El número de días estimado de la consultoría es 21 días (8 horas/día).

Responsabilidades:

  • Diseño del protocolo de atención contra agravios de personas defensoras de derechos humanos y periodistas para procesos electorales en Chiapas.
  • Asistencia a reuniones con autoridades estatales de Chiapas y PDP para el diseño del protocolo.

Qualifications:

  • Bachelor's degree in political science, law, international relations, social sciences or related required.
  • Minimum five years of experience working on issues of freedom of expression, human rights, and social impact required.
  • Minimum five years of experience in developing studies and research related to defense and protection of human rights required.
  • Ability to designing documents with a gender and human rights perspective.
  • Fluency in Spanish is required.
