Job context Since January 2024, HI has been responding to Sudan’s crisis. HI’s joint multisectoral response in Gedaref State, implemented with a Sudanese partner NGO, is already providing physical and functional rehabilitation services in healthcare centres and at community level, as well as MHPSS services, including individual and group counselling. HI is further engaged at the humanitarian coordination level to mainstream disability inclusion throughout the humanitarian response. HI is scaling up its response from both geographic and modalities/sectorial perspectives. In particular, HI has deployed emergency response teams in Darfur, to set up its operations and initiate its response in the western parts of Sudan. The HI team has been present in Darfur since December 2024, implementing inclusive humanitarian action and basic needs activities (WASH and food security). The HI team is also assessing other sectors such as functional and physical rehabilitation, and mutualised logistics. The advertised vacancy is to be part of that team. Your mission The role of the Humanitarian Access & Security Manager is aimed at ensuring the safety and security of HI’s mission staff and goods at all times through proper risk analysis, security frameworks, tools and protocols. The position also develops HI’s capacity to analyse, dialogue and negotiate to allow populations to fully access humanitarian aid. The role reports directly to the Area Manager. Your main missions: Contribute to the country strategy in line with the global strategy and to the drafting, revision and implementation of operational strategies (STRATOP). Produce and update risk maps, propose and implement risk mitigation measures, contribute to incident reporting and analyse dashboard data. Represent HI externally on security matters and develop local partnerships. Standards and accountability: Ensure respect and application of HI standards and mission policies for the whole sector. Adapt and contextualise standards according to local characteristics. Oversee internal control for the entire area of responsibility. Guarantee compliance with donor rules on all projects implemented in the area. Operational security management: Support the Area Manager in security watch and follow the evolution of local, regional, national and international context. Develop a networking system to gather and cross‑check information. Provide context analysis, potential scenarios and mitigation measures through regular reporting. Ensure linkage with the Area Manager, the Humanitarian Access and Security Manager (Country) and the HQ Security Advisor. Support the development, update and implementation of the security system. Conduct regular field visits for security assessments. Track HI’s acceptance among local communities and ensure an active acceptance strategy. Representation and coordination: Represent HI in bilateral meetings with humanitarian and local actors. Maintain and expand HI’s network of contacts with INGOs, UN agencies and security access referents. Coordinate with support services managers to ensure proper capacity, resources and assets for security follow‑up. Training and management: Assess risk behaviour from HI staff. Provide training and on‑the‑job training to staff with security responsibilities. Organise extensive training on security issues for all HI staff in the area, including induction for newcomers and regular briefings. Assumes the role and stance of manager: Fosters team spirit and synergy. Contributes to professional development of team members. Provides individual and collective recognition. Develops staff’s ability to work autonomously. Embodies and transmits HI’s values and code of conduct. Supports the Area Manager in creating a programme‑specific strategy for improving humanitarian access. Supports dialogue and negotiations to obtain access with authorities and key stakeholders. Prepares exploratory visits and opens new areas. Provides monthly security sitrep and contributes to monthly mission sitrep. Provides quality incident reporting and participates in relevant document preparation. Your profile University degree or equivalent certification in risk management, international relations or a relevant discipline. At least 3 years’ experience as a Security Manager, Analyst or Manager with security responsibilities in highly volatile and remote environments. Willingness to travel to sensitive and remote areas within Darfur. Ability to develop access strategies and mitigation measures in line with humanitarian security approaches. Mastery of security incidents/crisis management. Fluency in English is required; Arabic is a strong advantage. Conditions At HI, the conditions offered are adapted to your mission context.
