At Cinfo, we are seeking a highly skilled and experienced professional to lead our Mexico Country Office and drive the implementation of our Strategic Plan in line with regional and national priorities.

The Advisor will be responsible for translating our Strategic Plan into development initiatives and results by developing, implementing, and managing programmes and projects for the Mexico Country Office. This will involve developing effective partnerships with Government counterparts, UN system agencies, civil society organizations, and bilateral and non-traditional donors to promote inter-agency partnerships, support for UN reform, and mobilization of visibility and resources to advance gender equality and women's empowerment.

The ideal candidate will have a strong background in programme development and management, with experience in leading teams and managing complex projects. They will also have excellent communication and interpersonal skills, with the ability to build strong relationships with stakeholders at all levels.

The Advisor will be responsible for:

1. Leading Strategic Programme Development and Planning

- Assessing national social development trends and identifying emerging issues relevant to our mandate to identify opportunities for development planning to advance our goals and objectives in the country;

- Identifying strategic programme opportunities, approaches, and modalities to strengthen our country presence and relevance, in close consultation and collaboration with national development stakeholders and partners;

- Overseeing the appraisal and approval of our programmes in line with corporate guidelines and consistency with corporate policies and strategies.

2. Managing the Mexico Country Office

- Leading the office in the delivery of operational goals, finalizing the annual work plan and budget, and overseeing the implementation, including providing direction, guidance, and technical support;

- Overseeing and approving programme work plans and monitoring the overall progress and compliance of the CO;

- Managing the preparation of our mandated country reports;

- Managing the audit review process and timely response to audit reports;

- Providing managerial direction, guidance, and leadership, ensuring effective workforce planning and timely recruitments, managing the performance of personnel under their supervision, providing ongoing performance and career development feedback, timely completion of performance assessments, and coaching;

- Ensuring that personnel are familiar with and follow our regulations and rules, policies, and procedures in the Policy, Procedures, and Guidance Framework (PPG); ensuring personnel are aware of our standards of conduct, including policies and procedures on preventing, reporting, and addressing misconduct, fraud and corruption, sexual exploitation and abuse (SEA), harassment, sexual harassment, discrimination, and abuse of authority, protection from retaliation, and ensuring mechanisms are in place to support personnel in this regard;

- Promoting teamwork to ensure harmonization, linkages, collaboration, and synergy, ensuring a respectful, inclusive, safe, and healthy work environment for personnel.

3. Representing UN Women in UN Inter-Agency Coordination

- Serving as a member of the UN Country Team (UNCT) under the strategic guidance and coordination of the UN Resident Coordinator (RC)/Humanitarian Coordinator (HC), collaborating on UNCT programming and advocacy to ensure gender equality and women's empowerment issues are fully integrated into UN programming processes, including the Common Country Assessment (CCA) and United Nations Sustainable Development Cooperation Framework (UNSDCF) planning, budgeting, resource mobilization, implementation, monitoring, and evaluation through UN results groups and respective joint workplans, and in an enhanced response to national partners;

- Actively engaging in regular UNCT consultations and decision-making processes;

- Actively engaging in and contributing to UNCT strategic communications that advance UN system efforts and collective results to promote Agenda 2030, including for national goals and priorities for sustainable development to generate positive public support and ownership;

- Ensuring enhanced accountability of the UNCT on gender mainstreaming and working with the RC to implement the UNCT SWAP Gender Equality Scorecard;

- Participating in RC and UN meetings and events to promote UN Women's goals and objectives.
