THE POSITION Our client is seeking an experienced and motivated Human Resources Manager to lead HR operations at our new Nogales, Sonora (Mexico) plant, while also providing strategic HR oversight for our small U.S. subsidiary. This is a unique opportunity to make a direct impact by shaping HR practices across two countries, ensuring compliance with local laws, and driving initiatives that support our people and business growth. Key responsibilities include: Strategic Leadership – Develop and execute HR strategies aligned with our business objectives in both Mexico and the U.S. Partner with senior leadership to anticipate workforce needs and support organizational growth. HR Operations & Compliance – Oversee payroll, benefits, contracts, and employee relations (in both Mexico and the USA) while ensuring full compliance with Mexican and U.S. labor regulations and reporting requirements. Coordinate with external legal and payroll providers, where needed. Talent Acquisition & Development – Lead recruitment, onboarding, and succession planning, while fostering training programs that build leadership and technical skills. Drive talent development programs and performance management. Employee Culture & Engagement – Champion a positive, inclusive, and engaging workplace culture across multicultural teams, implementing initiatives to strengthen employee satisfaction. Act as a point of contact for employee concerns and needs, ensuring fair resolution and effective communication. Implement engagement surveys and action plans to improve employee satisfaction. Collaboration & Reporting – Partner with global HR and regional leaders, to align HR practices and best practices and insights across both operations. Provide regular HR reporting (turnover, headcount, recruitment, training) for both Mexico and U.S. entities. Note: This position may be carried on either Mexico payroll or U.S. payroll, offering flexibility depending on the candidate’s situation. THE CANDIDATE We are looking for a hands-on, strategic HR professional who thrives in a cross-border, multicultural environment and enjoys the challenge of leading HR in Mexico and supporting U.S. Human Resources operations. Qualifications: Bachelor’s degree in HR, Business Administration, or related field (Master’s preferred). 7+ years of progressive HR experience, with at least 3 years in a managerial role in a manufacturing environment. Proven expertise in Mexican labor law and working familiarity with U.S. Human Resource practices. Able to support cross-border HR operations. Experience with recruitment, employee relations, compliance, and HR program implementation. Working knowledge of training, compensation, and benefits, HRIS and pre-payroll. Bilingual fluency in English and Spanish (oral and written). High integrity, strong communication and interpersonal skills, good problem-solving skills, and the ability to influence at all levels. Ideal candidate will have a fine mix of both tactical and strategic but will be hands-on, as we are small to mid-size growing operation that requires someone willing to roll-up their sleeves to create the systems and structures to facilitate aggressive growth.
