The CSIS Function Group Manager manages multiple teams of senior professionals through other senior managers. The job requires a broad and comprehensive understanding of the different systems, theories and practices relevant to a function as well as practical experience of multiple business cycles. In-depth knowledge of the industry and direct competitors' products/services is also necessary to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise. Excellent communication skills required to influence a wide range of audiences. The job is likely to be involved in both internal and external negotiations which will have a major impact on the area managed, and possibly on other related areas and organization as a whole. Develops medium- to long-term plans and executes functional strategies for a large/complex country, cluster of countries, or business requiring coordination and integration across units. Provides input into strategic decisions affecting job family or function within a region or business. Full management responsibility of multiple teams, including management of people, budget and planning. Has authority to negotiate and make independent decisions on issues/activities that have critical impact or influence on company revenues, capital or business operations.

- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
- 15+ years of experience, including 10+ years' managerial experience.
- Undergraduate degree.
- Expertise in one or more of the core functions for the role.
- Experience working in the public or private sector, consulting firm or financial services or technology industry.
- Experience working internationally.
- Clearance to receive security related intelligence for a region, country or state.
- Experience as a liaison with international and local government and law enforcement agencies.
- Experience in the assessment of complex and variable security matters and case.
- International Travel.
Education:
- Bachelor's degree, potentially Master's degree; managerial experience.

Citi Security & Investigative Services (CSIS) is a function within Banamex whose mission is to protect the employees, assets, information, integrity, and reputation of Banamex and its clients. CSIS-Mexico is comprised of teams which handle Security, Investigations, Crisis Management, Intelligence & Analysis and Operations. The Head of CSIS-Mexico, who will also eventually hold the title and responsibilities of Chief Security Officer of Banamex upon separation from Citi, will serve in a leadership role and will be a strategic business partner and advisor to key stakeholders across Banamex. This executive provides critical advice, support and value to key clients on matters related to security, fraud and the investigative process. This executive will lead a team of approximately 220 employees, plus an extended team of contracted security guards, providing industry-leading security and investigative services. While this position will initially report to the Chief Security Officer of Citi, it will eventually report directly to the General Counsel for Banamex. Upon separation, the CSIS function within Mexico will be renamed Banamex Security & Investigative Services (BSIS). Importantly, this executive will lead an investigative team which acts as an independent body on all investigations within Banamex. It will also eventually have responsibility for Banamex’s executive protection program which currently reports to Citi.
Responsibilities include:
- Define and establish strategic plans and programs to mitigate risk and support business operations as it relates to security and investigations. Protecting employees, assets, information, integrity and the reputation of Banamex and its clients.
- Ensure compliance with all statutory and corporate policies in relation to security and investigation matters including the management of a strong and effective control environment.
- Maintain an effective relationship with regulatory authorities, law enforcement, sister banks and other professional entities as appropriate.
- Promote the communication of lessons learned to all parties, including appropriate senior management of Citi and raise fraud and security awareness of key leaders to improve the capability to detect and respond to situations.
- Anticipates, evaluates and appropriately responds to developments in the local and international environment that will impact Citi and Banamex reputational risk, security and businesses.
- Implement and manage a cost-effective operating model while delivering best in class services and attracting and retaining the best talent.
- Responsible for reporting on significant matters of fraud, cyber intrusions and significant breaches of security.
Qualifications:
- Minimum 20+ years of relevant experience in investigations, security and cyber forensics, including time in senior leadership position.
- Prior experience in the private sector or financial services industry desirable.
- Established trusted senior level relationships with law enforcement agencies.
- Ability to operate and respond in a fast paced and quickly changing environment.
- Strong verbal and written communication skills and the ability to formulate and articulate strategies and solutions to all levels of management.
