Human Resources Manager

**THE COMPANY**We have been retained by our client who has been in the novelty candy business for over 50 years. Our client’s success has concentrated around designing, developing, producing, importing and distributing novelty candy and gift products from all over the world. They specialize in manufacturing and packaging in plastics, tins, ceramics, glass, and poly-resins. All plastic and tin components are extensively tested by leading test labs. Our client continues to maintain the highest standards of quality control and assurance.**THE POSITION****JOB SUMMARY**:The Human Resources Manager will be responsible for all HR functions of the Rosarito, B.C. (Mexico) Maquiladora plant start-up and will be a key member of the Leadership Team responsible for supporting and establishing operations. The HR Manager will have the opportunity to create platforms, work on staff-development, and partner with the Director of Operations on developing and executing strategic vision.**Job Responsibilities including ongoing support for**:Payroll, benefits, staffing and recruitment; salary planning and administration; performance management; rewards management; job evaluation; policy interpretation; employee relations; training and development; and individual, career and organization development; risk management; strategic planning. You will be evaluated in part based upon your performance of the tasks listed in this job description.**ESSENTIAL DUTIES AND RESPONSIBILITIES**:- Benefits and payroll implementation and administration, completing necessary paperwork and answering employee questions.- Develop, implement and administer Total Rewards compensation programs. Help identify and develop innovative incentive/reward systems that address business needs. Develop salary structures and/or conduct special compensation studies based on local market values. Present salary programs to supervisors and managers. Monitor salary expenses to budget. Discuss appropriate salary treatment and flexible approaches with line management. Evaluate exempt and non-exempt level jobs and advise managers on issues regarding job evaluation. Assist managers in developing job descriptions.- Facilitate resolution of employee relation issues. Identify and partner with internal and/or external resources to assist in addressing issues. Counsel managers or employees consistent with policies/practices, legal considerations, etc.- Consult with managers and employees on training and development needs. Identify group and individual development needs. Deliver training and facilitate group processes. Develop strategies (including job rotation or expansion, coaching, internal or external seminars, etc.) to address needs. Work with managers and employees to implement the strategies. Facilitate development of competency models and employee and career development systems.- Develop, and provide ongoing support of performance management systems.- Facilitate organizational assessments and development of strategies and tactics to address current issues and future needs. Conduct research and make recommendations for best practices. Play key role in presentation of proposals and implementation of plans.- Serve as functional and/or business representative on-site.- Assist Executive Management with company strategic planning. Develop and implement Human Resources Strategic Plan.- May maintain involvement with new foreign entities for an extended period to develop policies, processes and procedures and handle employee relations issues.- Advise and support employees in day-to-day matters, provide guidance and coaching with respect to company policies.- Provide leadership and coaching to managers and supervisors on key workplace matters such as performance management, difficult conversations, discipline, employee relations, and employee development.- Participate in the investigation and resolution of employee relations issues.- Performs other related duties as assigned.**THE CANDIDATE**- Seven to ten years of increasingly responsible human resources experience including at least 4+ years as a Human Resource Manager, HRBP, HR Leader or similar.- Plant start-up experience is a plus.- Industrial or manufacturing experience in a small to low-mid size plant is highly preferred.- Strong understanding and experience with Mexico employment laws required.- Develop and implement strategy. Must possess the ability to drive HR initiatives and implement programs.- Familiar with Tijuana / Rosarito is preferred.- Experience with Mexico (i.e. Tress) payroll-based computer programs a plus.- BA/BS degree or equivalent required.
