1. Project Background:

The USAID Programa para el Fortalecimiento de Instituciones del Sistema de Justicia Penal Estatal ConJusticia aims to increase accountability and improve citizen confidence in government by promoting greater effectiveness of the Mexican criminal justice system, primarily at the Mexican state level, through the implementation and institutionalization of more efficient justice sector processes, systems, and structures. The IESJI activity will be implemented to achieve the following three objectives:

· Objective 1: Individual justice sector institutions use data and analysis and streamline internal processes in order to prioritize and fully prosecute higher-level, serious criminal cases.

· Objective 2: Justice sector actors within the various institutions collaborate across institutions on policy, operations, resource allocations, information sharing, tools, and processes resulting in improved prosecutions and reductions in impunity.

· Objective 3: Results of institutional strengthening, collaboration, and reform are sustainable over time through durable partnerships among key local stakeholders (GOM, individual states, civil society, private sector).

2. Role's Purpose:

Under the direction of the Monitoring and Evaluation Manager, support the maintenance of the project monitoring, evaluation, and learning system to ensure effective, timely, and accurate data collection and quality. The position will ensure project outputs, results, and outcomes are appropriately tracked and provide inputs into data collection and reporting of both quantitative and qualitative data.

3. Objectives and Duties

· Support the design and implementation of data collection systems to measure project performance and impact, including undertaking field visits to activity sites

· Support the implementation of the M&E Plan, developing data collection methodology and tools, and leading complex statistical analyses and M&E reporting (dashboard, quantitative database, quantitative tables and graphics, data cleaning, database homologation, dynamics tables management)

· Support the implementation of Baseline, Midterm and Endline surveys, program indicators and targets, and gather qualitative and quantitative data related to those indicators and targets (Use of Power BI)

· Provide performance monitoring and evaluation to include developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans

· Support in the timely preparation of M&E related progress reports on a weekly, monthly, and quarterly basis

· Provide data analysis in support with periodic reporting, success stories and lessons learned

· Conduct internal and grantee data quality assessments to test the validity and reliability of data used to measure program impact

· Other duties as may be assigned by the M&E Manager for successful achievement of technical objectives.

Qualifications:

· Bachelor's degree in Economics, Statistics, or another relevant social-quantitative discipline.

· 1-2 years of experience with International Cooperation Agencies in M&E function with responsibility for data collection and maintenance of quantitative monitoring, evaluation, systems.

· 3+ years of professional experience in monitoring and evaluation, program management (Use of theory of change, Logframe Approach, Baseline Midterm and Endline assessment methodologies)

· 3 years of demostrated experience in database management (Excel advanced profiency, R or Phyton advance level)

· At least 2 year of extensive management of data cleaning techniques (e.g. removing duplicate values, ensuring uniformity, correcting errors, etc.) and other data cleaning

· Creation dynamic tables, linking and homologation of databases, dashboard generation with Power BI or Tableu.

· Fluency and strong writing skills in English.

· Experience with survey design, supervision, and analysis

· Excellent writing and organizational skills and experience preparing well-researched reports

· Gender and Inclusion perspective and public policies implementation experience desirable
