HIAS seeks a Technical Advisor, Gender & GBV, LAC to support GBV programmatic start-up, in addition to overall direction and technical leadership for its’ GBV programming in LAC and the Caribbean. Responding to ever-growing complexity of the displacement and humanitarian context in LAC requires thoughtful engagement and partnership, as well as targeted and sustained technical support. This position will focus on supporting new programming and technical oversight in Honduras and Guatemala as well as technical oversight to the existing GBV programs in the Caribbean (currently including Guyana and Aruba, from where services are also provided remotely to other North Caribbean Islands). The region is home to vibrant feminist networks and long-standing efforts to address gender inequality and violence against women and girls and HIAS programming is meant to support rather than replace those efforts.

**Note, this is a full-time, temporary position that starts ASAP and ends 1 year later, with possible extension.This position is based in the LAC region in countries where HIAS has existing operations.**

**ESSENTIAL FUNCTIONS**:

- Guides the technical design, implementation and start-up of GBV programming in select Latin American countries and the Caribbean, tailored to the context and in line with global signature approach and standards.
- Ensures program quality and sustainability by facilitating the effective understanding of HIAS’ and international standards for gender and GBV programming in the region.
- Develops and adapts training materials and programmatic resources for HIAS and HIAS’ partners in the region; shares relevant sector resources with teams and supports them to adapt and use within their contexts.
- Directly supports the upstart of programming in Honduras and Guatemala in close collaboration with country office leadership and regional teams; this includes supporting capacity-building for GBV staff and partner staff, adapting tools and resources, and helping to develop strategies that are appropriate to the context while in line with international standards.
- Provides ongoing technical support to GBV programs using multiple channels (regular check-ins, on-site support, issue-specific discussions and problem-solving, review of materials, mentoring, group processes, etc.).
- Provides delivery/implementation support to ongoing projects, ensuring that project/program KPIs are on track of achievement, risks are identified and escalated to programs leadership and supports the successful close-out of priority projects.
- Identifies and maps HIAS’ sub-regional sectoral capacity gaps (including personnel), develops tools and resources to address identified gaps, and anticipates future technical programming needs on a timely basis aimed at reducing risk.
- Trains HIAS and HIAS’ partner staff in key GBV concepts and skills, remotely and in-person.
- Conducts on-site support visits to GBV programs in the region.
- Works with country offices and LAC regional office to develop and implement staff capacity building plans, both for HIAS staff as well as partner organizations.
- Maintains strong relationships with and between GBV teams in country offices, the Senior Technical Advisor, Gender & GBV, LAC and the Technical Director, Gender & GBV.
- Supports program monitoring in close collaboration with country office staff, Program Manager, LAC and regional M&E and GBV project staff, and using monitoring data to inform programming.
- Supports needs assessments as needed for new programming locations.
- Supports relevant research projects and development of learning agenda for the region.
- Contributes to relevant learning products.
- Establishes sub-regional Communities of Practice, webinars and other opportunities to share cross-context learning with program staff across the regions in close coordination with Program Manager, LAC.
- Contributes to global strategy, resources and approaches for the sector.
- Engages with the regional leadership to support and contribute to proposal development, including concept note and proposal writing, donor engagement and targeted fundraising initiatives.
- Participates in relevant regional technical working groups to advance HIAS’ programmatic priorities and thought leadership.
- Facilitates partnerships with national ministries, pertinent UN agencies and other relevant stakeholders in areas where we do not have existing GBV staff and in collaboration with country office and regional team.
- Performs other duties as assigned.
- Travel, to include travel to insecure operating environments, may be required.

**QUALIFICATIONS & REQUIREMENTS**:

- 4-6 years of experience implementing GBV programs in humanitarian settings, preferably in Latin America and the Caribbean; emergency response experience desirable.
- Fluency in English and Spanish required.
