About the Role

Amazon Web Services Mexico S. de R.L. de C.V. - C68 is seeking a highly skilled Construction Manager to join our team in Mexico. As a key member of our Construction team, you will play a critical role in the development and implementation of our facility network infrastructure.

Key Responsibilities
  • Oversee construction engineering, planning, and design for Fulfillment Centers, Delivery Stations, and Sort Centers, as well as new expansion and retrofit projects.
  • Responsible for project support on new fulfillment network buildings, Delivery Stations, and Sort Centers, and additional capacity requirements within existing facilities.
  • Ensure all Safety practices as required by Amazon and by code are followed by General Contractors and Sub-contractors.
  • Lead construction scope review and development with internal operational customers, and facilitate engineering and design efforts on new and remodel projects.
  • Support the development of specifications, technical analysis to fully define the design requirements, equipment and services required on capacity expansion and remodel projects.
  • Oversee and facilitate execution of ground up shell, TI (Tenant Improvements), and engineering deployment for new facilities within the network.
  • Provide technical direction concerning engineering design, building design, layouts, build details, schedules and materials in accordance to Amazon's design criteria.
  • Assess facilities, develop and document procedures to audit the facility, provide evaluations and analysis, and recommend solutions related to infrastructure, safety and security problems involving facilities and people.
  • Support contract negotiation with General Contractors and trade contractors and present formal documentation for approval when required.
  • Ensure that contracts are fit for purpose, cost effective and incorporate appropriate Service Level Agreements.
  • Provide overall site management, coordination, planning, specification of business proposals and coordination of subcontractors.
  • Facilitate and collaborate with others on due diligence evaluation of new opportunities.
  • Facilitate and team with internal stakeholders regarding engineering buildouts, IT readiness, and turnover to operational groups.
  • Partner with teams tasked with transition of base building management and oversight of all turnover documentation.
  • Coach and guide all project teams (developers, design engineers, general contractors, sub-contractors, internal stakeholders) throughout the full project lifecycle.
  • Ensure that contracted resources deliver work to meet duration and quality targets, addressing and ensuring the correction of under-performance issues.
  • Audit contractors to check that the skills and competences of contract labor are appropriate to need and they are fit to undertake the work on which they will be deployed.
  • Inform contractors of projected changes in resource or work demand so that they can take appropriate action.
  • Establish and operate the information systems necessary for effective scheduling and recording of contract work.
  • Support contractors' work and help them to achieve higher performance level.
  • Oversee multiple projects in various locations simultaneously.
  • Review of designs for conformance to current Mexico design criteria, country and local regulations.
  • Provide critical review of current design standards to identify value engineering and design enhancement opportunities to be considered by internal engineering and schematic design partners.
  • Comprehensive budget tracking, forecasting, reporting and management of assigned expansion, remodel, and new build projects.
  • Receipt, review, and analysis of all proposed cost and time change requests as presented by external project teams.
  • Review and guide internally requested changes for validity, impact, and ensure timely and cost sensitive incorporation once approved.
  • Collaborate and/or assist in negotiations with appropriate jurisdiction entities as required.
  • Lead and/or participate in community engagement activities.
  • Lead and/or participate in sustainability initiatives and/or projects.
  • Support development of a comprehensive equipment commissioning process.
  • Positive, clear, concise, and transparent cross team communication for all aspects of project delivery.
Quality, Commissioning and Turnover Documentation
  • Responsible for the identification and application of project quality management systems during the planning and execution of Commissioning and Turnover project phases, adapting them to the specific needs and any unique ECCF country and risks.
  • Coordinates the preparation of the detailed area commissioning plans for the regions, liaising with internal stakeholders and other regions, such as EU and NA.
  • Ensure the verification of KPI during the entire project activity. Responsible to provide periodic review of for the regional portfolio of projects commissioning and turnover status.
  • Accountable to deploy to the project an electronic turnover database and steward document review following established turnover processes.
  • Accountable to liaise with Construction Managers drive general contractor progress to completion of construction and commissioning work fronts, including field construction, commissioning documentation and deficiencies.
  • Liaise with RME (Reliability and Maintenance Engineering) and facility Operations to define and implement the project turnover philosophy.
  • Organize and lead the final walkdowns of systems, responsible for Punch list creation and categorization and verification of completion of punch items where necessary (risk based).
  • Inspect and ensure all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same.
  • Constantly monitor to identify and communicate to Construction team on any priority areas of work to accomplish smooth commissioning activities.
  • Responsible along with the Construction Manager for the overall Commissioning team and to oversee the recruitment, mobilization, training, supervision and de-mobilization of personnel.
  • Responsible to ensure that all documentation relevant to the Construction and Commissioning phase is received by the Project. This includes, but not limited to O&M manuals, Training materials, Engineering databases for O&M systems upload, spares lists and spares.
A Day in the Life

The Construction Manager on any given day may:

  • Interact with Developers and/or General Contractors that are currently executing projects.
  • Participate in program calls with internal customers and stakeholders to provide updates on their active projects.
  • Prepare weekly status reports.
  • Site walk to assess safety practices and physical progress.
Basic Qualifications
  • Bachelor's degree in an applicable Engineering field or equivalent.
  • 8+ years of experience as an Engineer, Senior Construction Manager, and other construction related disciplines.
  • Experience operating within at least two disciplines within the construction industry, which could consist of General Contracting, Owner's Representation, Architecture, Design and Engineering; Commercial Development, or similar.
  • Project management experience from due diligence and design phase through implementation and operation.
  • Experience negotiating construction, procurement and labor contracts.
  • Significant professional experience in a commissioning or area manager role, including Completions and Commissioning of complex installations in order to effectively lead, supervise and resolve execution issues on a day-to-day basis.
  • Management, influence, and communications skills to establish and communicate the systems required for successful execution of the commissioning and turnover scope.
  • Significant contractual and technical experience, as well as a solid foundation in project completion management practices.
  • Proven experience managing a diverse group of technical, project and operating personnel.
  • Understanding of GMP, EPC, EPCM, Works Contractor Contracts with regards to Completions and Commissioning.
  • Fluency in Spanish and English.
Preferred Qualifications
  • Master's degree in Engineering or Construction Management.
  • Certification in Commissioning or Quality.
  • Ability to effectively communicate Amazon requirements to various audiences (e.g. senior management, peers, public officials, vendors, etc.).
  • Experience inclusive of Facilities Management, building maintenance or similar.
  • Fluency in Portuguese.
